TITLE

DISCUSSION
City Council approval is requested to enter into an annual contract with Ocean Blue Environmental Services, Inc., for providing as-needed hazardous waste removal services to comply with health and safety regulations, in accordance with pertinent federal, state, county and local laws.  As specified in the contract terms, the contractor shall be available 24-hours a day, seven-days a week, and shall respond to emergencies within 30 minutes upon receipt of a call for an emergency order.  Departments participating in this contract include the Long Beach Airport, City Clerk, Development Services, Fire, Long Beach Gas and Oil, Health and Human Services, Library Services, Police, Parks, Recreation & Marine, Public Works and Water.
 
 
The bid was advertised in the Press-Telegram on August 21, 2014, and 4,459 potential bidders specializing in hazardous waste removal services were notified of the bid opportunity.  Of those bidders, 43 downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups.  Three bids were received on September 11, 2014.  Of those three bidders, two were Women-owned Business Enterprises (WBEs), two were Minority-owned Business Enterprises (MBEs), one was a certified Small Business Enterprise (SBE), and two were Long Beach businesses (Local).  Ocean Blue Environmental Services, Inc., of Long Beach, CA (MBE, WBE, and SBE, and Local), was the lowest responsible bidder.
 
Local Business Outreach
 
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the Bids Online database to download the bid specifications.  Through outreach, 470 Long Beach vendors were notified to submit bids, of which six downloaded and two submitted a bid.
 
This matter was reviewed by Deputy City Attorney Linda Vu on October 13, 2014, and by Budget Management Officer Victoria Bell on October 17, 2014.
 
TIMING CONSIDERATIONS
The existing contract for hazardous waste removal services expired on September 1, 2014.  An interim purchase order was issued to ensure uninterrupted service until the new contract is executed.  City Council action to adopt Specifications No. ITB LB14-123 and award a contract concurrently is requested on November 11, 2014 to ensure that the contract is in place expeditiously.
 
FISCAL IMPACT
The cost of this contract is an annual amount not to exceed $990,000 per year over the contract term, including a recommended ten percent contingency of $90,000, and is budgeted in various funds and departments.  The award of this contract will provide continued support to our local economy by assisting in the preservation of employment of 21 full-time employees and nine part-time employees residing in Long Beach.
