TITLE
Recommendation to authorize City Manager to execute contracts and amendments with various training service providers outlined in Attachment A in support of the Workforce Investment Network's One-Stop Career Centers that provide employment services to adult and dislocated worker residents in the amount totaling $616,000. (Citywide)
DISCUSSION
The Workforce Investment Network (Network) administers the federal Workforce Investment Act (WIA) and other employment and training funds received annually by the City. Those funds support job training programs and business services delivered by the Career Transition Center, Youth Opportunity Center, Center for Working Families, Harbor WorkSource Center, and selected community-based organizations to assist local residents acquire skills leading to employment in-demand occupations by local employers.
The Network utilizes labor market information, industry feedback and trends to monitor hiring needs, and to ensure that local skill training design and investments lead to employment for residents. For training programs not part of special initiatives connected with local colleges and universities, Network customers are required by the WIA to select training providers procured and/or approved through the State's Eligible Training Provider List (ETPL).
When customers select an ETPL vendor that is new to working with the One-Stop Career Centers, the Network issues an interim purchase order. Once usage increases and becomes sustained, the Network requests City Council approval to create larger contracts that can handle the volume of training requests. The training providers referenced in Attachment A are ongoing ETPL training providers whose agreement amounts require amendment or first time contract executions to keep up with local demand.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on April 14, 2009, and by Budget and Performance Management Bureau Manager, David Wodynski on April 15, 2009.
TIMING CONSIDERATIONS
City Council action is requested on May 5, 2009 to facilitate processing of required documents.
FISCAL IMPACT
Sufficient funds are currently appropriated in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD) to support activities in FY 09. Costs that will be incurred in the fourth quarter of the contract will be appropriated via the FY 10 budget process. There is no impact to the General Fund.
