TITLE
Recommendation to adopt resolution and authorize City Manager to execute all necessary documents to amend Contract Agreement No. 30305 for the implementation and administration of the Clean Vessel Act of 1992 Pumpout Grant for maintenance, repair parts, and services for vessel pumpout and dump stations in the marinas, through the State Department of Boating and Waterways, in the amount not to exceed $50,000. (Districts 2,3)
DISCUSSION
As part of its commitment to provide clean, safe, and enjoyable recreational boating and beach activities in California, and preserve and protect the California shoreline, the State of California, Department of Boating and Waterways (DBW), offers grant funds to cities, counties, districts, and other public and private agencies through various programs.
The City currently provides pumpout station service at numerous locations within the marinas and waterways of Long Beach. This service is provided free of charge to our marina customers and the boating community.
One of DBW's programs is the Clean Vessel Act of 1992 Pumpout Grant Program. This program offers grants to reimburse recipients for up to 75 percent of the costs incurred for maintenance and repair of vessel pumpout and dump stations. These stations help reduce pollution from vessel sewage discharge. On December 12, 2006, City Council adopted Resolution No. RES-06-0142, to request grant funding in an amount not to exceed $20,000. DBW issued a grant in the amount of $20,000 to the City of Long Beach, which covers a three-year period. Over the past three years, City expenses have exceeded $42,000. DBW has advised us it will authorize an amendment for an amount not to exceed $50,000.

TIMING CONSIDERATIONS
City Council action is requested on June 1, 2010, in order that requests for reimbursement of funds can be submitted within the term of the grant, which expires June 30, 2010.
FISCAL IMPACT
The Clean Vessel Act of 1992 Pumpout Grant Program offers funds for the reimbursement of 75 percent of the costs of the maintenance and repair of vessel pumpout and dump stations. This amendment will allow the City to get reimbursement for an additional $30,000 of the costs already incurred. This grant will not provide for any additional jobs. The expenses are currently budgeted in the Marina Fund (TF 403) in the Department of Parks, Recreation and Marine (PR).
