DISCUSSION
City Council approval is requested to authorize the City Manager to execute contracts to furnish and deliver video surveillance cameras and related system components. Over the past several years, the City of Long Beach has deployed video surveillance cameras to enhance public safety in our community. These cameras have proven to be a cost effective tool for preventing, deterring and investigating crimes.
 
In September 2010, the Technology Services Department (TSD) assumed responsibility for technical support of the cameras and telecommunications infrastructure connecting the cameras to the City's network. TSD has continued to repair and maintain the existing cameras as well as install new cameras at various locations throughout the City. As funding is identified, TSD, in collaboration with the Long Beach Police Department, plans to continue to maintain current systems and expand the use of video surveillance cameras across the City.
 
The bid was advertised in the Press-Telegram on November 26, 2013, and 1,987 potential bidders specializing in technology hardware for video camera systems were notified of the bid opportunity. Of those bidders, 75 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at: www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups. Five bids were received on December 16, 2013. Of those five bidders, none were minorityowned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and none were Long Beach businesses (Local). Federal Signal Safety and Security Systems, Halifax Security, Inc., and Convergint Technologies, were the lowest responsible bidders.
 
Local Business Outreach
 
In effort to align with our outreach goal, Long Beach businesses were encouraged to submit bids for City contracts. The Purchasing Division also assisted businesses with registering on the Bids Online database to download the bid specifications. Through outreach, 165 Long Beach vendors were contacted to submit bids, of which three downloaded the bid; however, none submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on December 30, 2013, and by Budget Management Officer Victoria Bell on December 31, 2013.
 
TIMING CONSIDERATIONS
City Council action is requested on January 21, 2014 to ensure existing cameras are operational and to facilitate the timely installation of new cameras.
 
FISCAL IMPACT
The aggregate contract award is for a total amount not to exceed $500,000. An appropriation increase in the amount of $500,000 is requested in the General Services Fund (IS 385) in the Technology Services Department (TS) for this expense. The appropriation increase will be offset from FY 14 one-time revenue from the General Fund (GP) in the Police Department (PO) as approved for this purpose by City Council in the FY 14 Adopted Budget. There is no local job impact associated with this recommendation.
