TITLE

Recommendation to authorize City Manager, or designee, to execute an agreement, including any necessary documents including subsequent amendments, to provide parking citation processing services to Long Beach City College District, for a period of two years, with an option to extend the agreement for three additional one-year terms, at the discretion of the City Manager.  (Districts 5,6)

 

DISCUSSION

Since 2004, an agreement has been in place between the City of Long Beach (City) and Long Beach City College District (LBCCD) whereby the City provides parking citation processing services for citations issued on the various LBCCD campuses in the same manner and to the same extent that the City processes parking citations issued elsewhere in the City. On November 1, 2016, the City Council approved a newly negotiated agreement (Agreement No. 34481) with revised terms for parking citation processing services which is set to expire on December 26, 2021.

 

The terms of the new agreement will remain consistent with the prior agreement, in which the City receives a per-citation processing fee of $3.45, as well as a 10 percent share of the net revenue derived from parking citations issued in the LBCCD. "Net revenue" is defined as the portion of the revenue derived from parking citations that remains after deducting the total cost to the City, including the State of California surcharge remunerated to the Municipal Court for each parking citation paid, delinquent citation collection fees, and fees paid to the Department of Motor Vehicles.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber and Revenue Management Officer Geraldine Alejo on November 8, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on December 7, 2021, to ensure the agreement is in place expeditiously.

 

FISCAL IMPACT

The annual revenue from parking citation processing services for citations issued on the various LBCCD campuses is estimated at $50,000 and will be deposited into the General Fund Group in the Financial Management Department. The revenue analysis for the projection is based on the average number of citations written in LBCCD during the prior fiscal period. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
