TITLE
Recommendation to adopt Specifications No. ITB PR22-032 and award a contract to J.L.M. Installations, Inc., of Anaheim, CA, for the replacement and installation of beach restroom doors, in a total annual amount not to exceed $150,000, for a period of three years, with the option to renew for two additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments. (Districts 2,3)
DISCUSSION
City Council approval is requested to enter into a contract with J.L.M. Installations, Inc. (J.L.M.), for the purpose of replacement and installation of beach restroom doors and frames. J.L.M. will also provide the labor necessary to demolish the existing doors and replace them with new reinforced doors with the added benefit of security and preventative maintenance for the Parks, Recreation, and Marine Department.
The restrooms along the beaches require specially fabricated hollow metal-work doors to reinforce them from continuous destruction caused by vandalism. The Parks, Recreation, and Marine Department, Marine Maintenance Division receives routine calls to address vandalism issues at its beach restrooms several times per week throughout the year, and even more frequently during the summer months.
The bid was advertised in the Long Beach Press-Telegram on March 24, 2022, and 294 potential bidders specializing in beach restroom doors were notified of the bid opportunity. Of those bidders, 12 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 41 local, minority-owned, and women-owned business groups. One bid was received on April 21, 2022. That bidder was not a Minority-owned Business Enterprise (MBE), Women-owned Business Enterprise (WBE), certified Small Business Enterprise (SBE), or a Long Beach vendor (Local). J.L.M. Installations, Inc., of Anaheim, CA, was the lowest responsible bidder. The vendor was selected for its experience and ability to provide the City of Long Beach (City) with the labor necessary to demolish the existing doors and to replace them with new doors in the set timeline.
Local Business Outreach
To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download bid specifications. Through outreach, one Long Beach vendor was notified to submit a bid, which downloaded but did not submit a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

TIMING CONSIDERATIONS
City Council action to adopt Specifications No. ITB PR22-032 and award a contract concurrently is requested on July 12, 2022 to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total annual amount of the contract will not exceed $150,000. Sufficient appropriation is budgeted in the Tidelands Operations Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for seven employees residing within Long Beach.
