TITLE

DISCUSSION

City Council approval is requested to enter into an agreement with the California Department of Public Health (CDPH), Sexually Transmitted Disease (STD) Control Branch, to accept and expend grant funding of up to $80,000 annually for congenital syphilis prevention and control activities for the period of January 1, 2021 through December 31, 2023.

 

The Health and Human Services Department (Health Department) will use this funding to enhance case management for pregnant females with syphilis and congenital syphilis cases, conduct morbidity and mortality reviews of congenital syphilis cases to identify missed opportunities for prevention, and provide education to priority prenatal care providers and birthing hospitals to enhance screening and treatment practices. In addition, Health Department staff will collaborate with CDPH on quality improvement projects aimed at improving health department syphilis processes. 

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on February 24, 2021 and by Revenue Management Officer Geraldine Alejo on March 1, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on March 23, 2021, to execute a contract with CDPH in a timely matter.

 

FISCAL IMPACT

The City will receive an annual grant award of up to $80,000 during the grant term of January 1, 2021 through December 31, 2023 from CDPH for congenital syphilis prevention and control activities.  An appropriation increase in the amount of $80,000 is requested in the Health Fund Group in the Health and Human Services Department, offset by grant revenue.  No match or in-kind service mandate is required.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
