TITLE
Recommendation to authorize City Manager, or designee, to approve a fee waiver, in an amount not to exceed $2,500, for the use of dock space for visiting vessels in Alamitos Bay Marina for the Seal Beach Yacht Club’s Seal Beach to Dana Point Race on July 7, 2018, and the Marina del Rey to Alamitos Bay Regatta on September 1, 2018. (District 3)
DISCUSSION
The Seal Beach Yacht Club (SBYC) promotes, and is directly involved with, several Southern California sailboat races that take place in Alamitos Bay Marina. These events bring together the sailing community from Santa Barbara to the Mexican border, and are expected to draw participants, coaches, family members, and friends.
SBYC has requested that docking fees be waived for visiting vessels, in an amount not to exceed $1,250 for the Seal Beach to Dana Point Race on July 7, 2018, and an amount not to exceed $1,250 for the Marina del Rey to Alamitos Bay Regatta on September 1, 2018, for a total waiver not to exceed $2,500 for both races. These sailing events attract visitors and spectators, and bring attention to the sport of sailboat racing in the City of Long Beach and the Alamitos Bay Marina. They also generate additional tourism revenue for local businesses, such as hotels, restaurants, grocery and boating supply stores, as well as other retail establishments. These events are consistent with the Department of Parks, Recreation and Marine’s partnering policy to support organizations that provide a service to the community and its residents by promoting the Long Beach marinas.
This matter was reviewed by Deputy City Attorney Linda T. Vu on March 6, 2018 and by Interim Budget Bureau Manager Grace Yoon on March 16, 2018.
TIMING CONSIDERATIONS
City Council action is requested on April 3, 2018, to reserve the required dock space in Alamitos Bay Marina prior to the start of each event.
FISCAL IMPACT
The value of the fee waivers shall not exceed $2,500. Since no additional revenue specifically related to dock fees for visiting vessels during these events was budgeted, there is no fiscal impact associated with the proposed fee waivers. There is no local job impact associated with this recommendation.
