Recommendation to approve and adopt the Harbor Department Salary Resolution for 2019.
DISCUSSION
Background
Each year, the Harbor Department, along with other City Departments, submits a Salary Resolution for approval to their respective appointing authorities. The latest adopted Harbor Salary Resolution was for Fiscal Year 2017. On November 28,2016 (Resolution Number HD- 2867), the Board of Harbor Commissioners approved the Resolution. On December 20, 2016, the City Council unanimously approved and adopted the Resolution (RES-16-0 128).
The Harbor Board of Commissioners' authority extends over compensation and organizational matters. Upon approval by the Board, the Salary Resolution is forwarded to the City Clerk's Office to be submitted to the City Council for approval and adoption. The Salary Resolution primarily reflects position and organizational changes that are recommended and/or have already been approved in the Harbor Department's Adopted Budget for the same year. It also reflects negotiated changes with collective bargaining units.
On September 24, 2018, the Board of Harbor Commissioners' approved the Salary Resolution for Fiscal Year 2019. The approved changes include: management, classified and unclassified job titles, title and salary grade changes, technical corrections, organizational structure changes, language changes and terminal positions. These approved amendments have been summarized below:
Section I: Proposed Management Classifications

Manager of Cyber Information Security - this position is essential to combat the increasing threats to the Port's business environment. This role will continue the evolution of the Port's cybersecurity program and will allow full time focus on cybersecurity and lower risk. This position will supervise staff

and lead a pump station group: Supervises a small crew dedicated to the maintenance of approximately 212 miles of sewer/storm
water systems from 60 sewer and storm water pump stations within the Harbor District. Currently, these pump station responsibilities are contracted out. Section III: Title Changes

Section IV: Proposed Salary Grade Changes
The classification of Port Trade Analyst (Business Development Analyst) merits a salary grade change to accommodate complexity of duties. This position is responsible for maritime industry related analyses within the maritime industry.
The classification of Terminal Services Representative merits a salary grade change to reflect the nature of work performed and address the broad range of compensation within the Wharfinger job family. The position independently acts as the Port's front-line, customer-facing operational points of contact.

The Harbor Marine Manager title was revised to Manager, Harbor Marine to be consistent with other manager titles.
The Assistant Director of Systems Management was deleted from Attachment I. The position was not approved in the previous resolution.
Section VI: Organizational Structures
The Chief Executive of the Harbor Department title is reverted back to Executive Director of the Harbor Department.
Include Assistant Executive Director title in amendment with oversight over Administration and Operations and Planning and Development.
The Capital Programs Executive position is revised with oversight over Capital Programs.
The Managing Director of Human Resources and Team Development position is being deleted.
Section VII: Language Additions, Deletions or Changes
The occupational codes for positions approved in the FY 17 Salary Resolution were added to the attachments.
Add Long Beach Supervisors Employees Association to the resolution where applicable regarding night differential, higher-class pay, standby pay and pay for performance.
Revised Section 24.1 to reflect changes to Health Insurance cost sharing with the City of Long Beach and various Memoranda of Understanding.
Section VIII: Terminal Positions
The Terminal Services Representative classification has two grade levels, II and III. Level I is terminal.
The Port Communications Specialist classification has three grade levels: III, IV and V. Levels I and II are terminal.
Recommendation
It is recommended that the City Council approve the Harbor Department's FY 2019 Salary Resolution.
