TITLE
Recommendation to authorize City Manager to execute an amendment to Contract No. 04-035743 and all-relevant subcontracts and amendments with the State of California Department of Health Services for the STD Community Intervention Program (SCIP) and Disease Investigation and Surveillance (DIS) Program to increase the amount of the contract by $45,000 for each of the two remaining years of the contract. The amended contract will be in a total amount not to exceed $206,940 for a five-year period from July 1, 2004 through
June 30, 2009. (Citywide)
DISCUSSION
Since July 1, 2004, the Department of Health and Human Services (Health Department) has conducted a sexually transmitted disease awareness and prevention program incorporating information, education services, awareness, outreach, and referrals to STD screening and treatment services with special emphasis on individuals at high risk for contracting and transmitting STDs.
This contract amendment will provide increased funding for the STD Community Intervention Program (SCIP) and Disease Investigation and Surveillance (DIS). SCIP is a local capacity-building project that seeks to increase local capacity to implement the primary prevention of chlamydia and other STDs. Health Department staff conduct periodic surveys to assess the training needs of local youth-serving organizations to integrate STD education and awareness in their existing programs. SCIP facilitates and coordinates trainings for local agencies and provides a variety of educational resources and networking opportunities through community forums, individual meetings and coalitions.
The goal of DIS is to increase local capacity to implement timely STD surveillance and disease intervention activities for syphilis, gonorrhea, and other priority STDs. The funding will enhance the Health Department's capacity to ensure timely reporting of STDs to the State and will facilitate the timely and appropriate treatment of clients diagnosed with STD's, specifically syphilis, gonorrhea and chlamydia.
The original agreement provided funding in the amount of $116,940, ($23,388 per year) to support the program for the five-year period-, howeve~ an additional $90,000 has been provided to cover additional program goals. Funding for the final two years of this program~therefore)increases to $68,388 per year, bringing the total funding amount for this program to $206,940 for the full five years.
This matter was reviewed by Deputy City Attorney Lori A. Conway on November 28, 2007 and by Victoria Bell, Budget Division Officer on November 28,2007.
TIMING CONSIDERATIONS
Services have been provided under the agreement since July 1, 2004 but the City will be unable to recover any of the costs related to services provided since July 1, 2007 until the amendment is approved.
FISCAL IMPACT
The total amount of the agreement is $206,940 for a five-year period. The funds necessary to support the program will be appropriated on an annual basis. Funding for these programs for the current fiscal year is currently budgeted in the Health Fund (SR 130) and in the Department of Health and Human Services (HE). There is no impact to the General Fund (GP).
