Recommendation to adopt Specifications No. PA-01812 and award contracts to Maneri Sign Co., Inc., of Gardena, CA (not an MBE, WBE, SBE or Local), Safeway Sign Company, of Adelanto, CA (not an MBE, WBE, SBE or Local), and Pacific Products and Services, Inc., of Highland, CA (not an MBE, WBE, SBE or Local), to furnish and deliver traffic and custom signs, poles and related supplies, in an annual amount not to exceed $350,000, for a period of one year, with the option to renew for two additional one-year periods, at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into annual contracts with Maneri Sign Co., Inc., Safeway Sign Company and Pacific Products and Services to furnish and deliver traffic signs, custom signs, poles and related supplies for the departments of Public Works, Parks, Recreation and Marine, and Harbor.   The requested award of these three contracts will ensure the availability and continued support for ongoing sign maintenance, placement and replacement throughout the City.

 

The bid was advertised in the Press-Telegram on January 12, 2012, and 233 potential bidders specializing in signs and equipment were notified of the bid opportunity.  Of those bidders, 53 downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups.  Seven bids were received on February 28, 2012.  Of those seven bidders, none were Minority-owned Business Enterprise (MBE), one was a Women-owned Business Enterprise (WBE), three were certified Small Business Enterprises (SBEs), and two were Long Beach businesses (Local).  Maneri Sign Co., Inc., of Gardena, CA (not an MBE, WBE, SBE or Local), Safeway Sign Company, of Adelanto, CA (not an MBE, WBE, SBE or Local), and Pacific Products and Services, Inc., of Highland, CA (not an MBE, WBE, SBE or Local) are the lowest responsible bidders.

 

Local Business Outreach

 

In an effort to align with our outreach goal, Long Beach businesses were encouraged to submit bids for City contracts. The Purchasing Division also assisted businesses with registering on the Bids Online database to download the bid specifications. Through outreach, 29 Long Beach vendors were notified to submit bids, of which four downloaded the bid and two submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on October 2, 2012 and Budget Manager Dennis Strachota on October 8, 2012.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. PA-01812 and award contracts concurrently is requested on October 23, 2012 to ensure that new contracts are in place expeditiously.

 

FISCAL IMPACT

Sufficient funds for these contracts, in an annual amount not to exceed $350,000, are budgeted in the General Fund (GP) in the Department of Public Works (PW) and the Department of Parks, Recreation and Marine (PR), and in the Harbor Operations Fund (HR 430) in the Harbor Department (HA). There is no local job impact associated with this recommendation.
