TITLE
Recommendation to authorize City Manager, or designee, to execute any necessary amendments to the current agreements between the City of Long Beach and Los Angeles County, in a total amount not to exceed $153,740, to provide Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) benefits specialty services for the period of April 1, 2013 through March 31, 2015.  (Citywide)
 
DISCUSSION
The Long Beach Health jurisdiction continues to be significantly impacted by HIV/AIDS, ranking 6th in the State for number of new cases of HIV infection.  The Health Department has been providing direct services to persons with HIV/AIDS since 1985.  The benefits specialty services provided for in this agreement are a part of the Health Department's current HIV Care Coordination Clinic functions.  Staff assists a client's entry into and movement through the variety of care services systems by evaluating their eligibility for public benefits and resources, such as Medi-Cal or the AIDS Drug Assistance Program.   These services facilitate maintenance of health and access to disability benefits and services related to eligibility, assistance with applications, access to negotiating benefits denials, appeals, and recertification.
 
This matter was reviewed by Deputy City Attorney Amy Webber on May 2, 2013 and by Budget Management Officer Victoria Bell on May 9, 2013.
 
TIMING CONSIDERATIONS
City Council action is requested on May 21, 2013, as the Health Department has been providing services under these amendments since April 1, 2013, but will be unable to recover costs until the amendments are approved. Processing of this agreement was delayed at the County level, however the Health Department will be able to fully recover all costs once the agreement has been finalized.
 
FISCAL IMPACT
The amendments to these agreements total $153,740 for the period of April 1, 2013 through March 31, 2015.  Sufficient appropriation is currently budgeted in the Health Fund (SR 130) in the Department of Health and Human Services (HE).  Subsequent appropriations will be included as part of that year's annual budget process.  There is no impact to the General Fund, no City match, and no net impact to jobs associated with the recommended action.
