TITLE

DISCUSSION
City Council approval is requested to enter into an annual contract for furnishing and delivering Scott Health and Safety Products, Self Contained Breathing Apparatus (SCBA) and related equipment and service. A self-contained breathing apparatus is a device worn by first responders, firefighters, industrial workers and others to provide breathable air in environments that are Immediately Dangerous to Life and Health (IDLH). This award combines the estimated annual requirements for the Fire Department (FD) to secure pricing at the highest possible discount available.
 
The UASI Program provides financial assistance to address the unique multi-disciplinary planning, operations, equipment, training, and exercise needs of high-threat, high-density urban areas, and to assist them in building and sustaining capabilities to prevent, protect against, respond to, and recover from threats or acts of terrorism. The Fire Department, through the UASI 06 grant program, is able to procure these SCBA's and update their current equipment inventory.
 
The bid was advertised on February 18, 2009, and 13 potential bidders specializing .in health and safety products were notified; one is a Minority-owned Business Enterprise (MBE), none are Women-owned Business Enterprises (WBEs), none are certified Small Business Enterprises (SBEs), and one is a Long Beach business. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.lonqbeach.qov/purchasinq. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. Three bids were received and a public bid opening occurred on March 12, 2009. Allstar Fire Equipment, of Arcadia, CA, (not an MBE,·WBE, SBE or local) is the lowest responsible bidder.
 
TIMING CONSIDERATIONS
This matter was reviewed by Deputy City Attorney Amy Burton and Budget and Performance Management Bureau Manager David Wodynski on June 8, 2009.
 
FISCAL IMPACT
The cost of this contract, in the estimated amount of $1,200,000, is included in the General Grants Fund (SR 120) in the Fire Department (FD). Grant funding of $1,200,000 from the Department of Homeland Security under the Urban Area Security Initiative 2006 (UASI 06) Program will be utilized for this equipment. The expense will be fully offset by grant revenues. There is no immediate impact to the General Fund; however, due to the time delays between incurring expenditures and receiving revenues, it may be necessary for the General Fund (GP) to advance cash to cover grant-related expenses until reimbursement funds are received. The renewal terms for the two additional one-year periods, in the amount of $225,000 annually, will be supported by the current level of funding in the General Fund (GP) in the Fire Department (FD).
