Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35122 with Interval House, of Long Beach, CA, to provide rapid rehousing services, increasing disbursements of Measure H funding by $650,000, for a revised total amount not to exceed $1,100,000, and to extend the term to June 30, 2020;

 

Authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35124 with Interval House, of Long Beach, CA, to provide homeless prevention services, increasing disbursements of Measure H funding by $500,000, for a revised total amount not to exceed $780,000, and to extend the term to June 30, 2020, including an additional six-month post-operational period; and

 

Authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35150 with Lutheran Social Services of Southern California, of San Bernardino, CA, to provide rapid rehousing services, extending the term to June 30, 2020, at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend the three contracts for providing rapid rehousing services and homeless prevention services.

 

The Measure H sales tax was passed by Los Angeles County (County) voters in 2017 and is intended to accelerate and expand the County’s strategies to combat homelessness.  In May 2017, the Measure H Revenue Committee for the County completed its recommendations for the distribution of Measure H funds for FY 18.  Measure H funds were aligned under 19 strategies to address homelessness. Six of the 19 strategies are to be managed by the Los Angeles Homeless Services Authority (LAHSA), the Continuum of Care (CoC) for Los Angeles County, and the City of Los Angeles.  The Revenue Committee recommendations were presented and approved by the County Board of Supervisors on June 13, 2017. 

 

During this process, the Long Beach CoC negotiated for a direct carve-out of resources specific to CoC activities.  It was agreed that Measure H funds would be carved out specifically for Long Beach for homeless prevention for single adults, rapid rehousing, housing location and navigation through the Coordinated Entry System, outreach services, and enhancing the emergency shelter system.  These initiatives are necessary to enhance the support services within the local system of care.

 

A portion of these services are subcontracted out to local nonprofit organizations, and the rest are administered by the City’s Homeless Services Division. On December 6, 2017, the Health and Human Services Department released a Request for Proposals (RFP) for the services of rapid rehousing and homeless prevention.  The proposal review process was conducted by a Selection Committee comprised of three Homeless Services Advisory Committee members.

 

At its meeting on October 9, 2018, the City Council authorized the City Manager to execute agreements with Interval House and Lutheran Social Services of Southern California, to receive and expend Measure H funding in an estimated amount of $1,130,000, for the approximate period of July 1, 2018 through June 30, 2019, to provide rapid rehousing and homeless prevention services.

 

The total FY 20 recommended Measure H funding for nonprofit agencies to provide rapid rehousing and homeless prevention services is $1,550,000.  Interval House will be awarded $650,000 for rapid rehousing and $500,000 for homeless prevention, and Lutheran Social Services of Southern California will be awarded $400,000 for rapid rehousing.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson and Purchasing Agent Tara Yeats on November 26, 2019, and by Analysis Officer Julissa José-Murray on November 27, 2019.

 

TIMING CONSIDERATIONS

City Council action is requested on December 17, 2019, to continue to provide these services with minimal interruption.

 

FISCAL IMPACT

The requested action extends the terms of the contracts and increases contract authority for Interval House by $650,000, and Lutheran Social Services of Southern California by $500,000, for revised total contract amounts not to exceed $1,100,000 and $780,000, respectively. The total funding allocation to Interval Housing and Lutheran Social Services of Southern California is estimated at $1,550,000 for the period of July 1, 2019 through June 30, 2020 for rapid rehousing and homeless prevention services.  Sufficient Measure H funds to support the agreements are budgeted in the Health Fund Group in the Health and Human Services Department, offset by grant revenue.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
