DISCUSSION
The California Integrated Waste Management Board (CIWMB) provides grants to local jurisdictions to establish or expand Household Hazardous Waste (HHW) facilities or innovative materials collection programs. The CIWMB requires a resolution of the City Council authorizing the grant application. The resolution also authorizes the City Manager, or designee, to execute all necessary documents to carry out the purposes of the grant received.
 
The City is seeking $300,000 in grant funds to plan and design an Environmental Depot.
This Depot will include an environmental education center, a backyard composting demonstration site, a HHW collection and transfer site and a space for the Long Beach Conservation Corps to sort source-separated recyclables. The education center will provide a foundation for environmental activities in Long Beach and be available to neighborhood and non-profit groups to use to promote and educate people regarding environmental issues. Staff is in the process of identifying suitable locations for the Depot.
 
The City of Long Beach is working in cooperation with the Los Angeles County Sanitation Districts and the Los Angeles County Department of Public Works to create and operate this Depot. Typically, the County operates these types of facilities a few days per week for six hours per day. For example, it might be open to the public and operate Friday, Saturday and Sunday from 9:00 a.m. to 3:00 p.m. It will be constructed in a sustainable manner and a Leadership in Energy and Environmental Design (LEED) certification will be sought.
 
According to State law, there are several types of waste that cannot be disposed of with regular refuse such as electronic waste (computers, printers, cell phones), universal waste (fluorescent light bulbs, household batteries, mercury thermostats) and household chemicals (liquid bleach, paint, nail polish, motor oil, turpentine). There is pending State law that will also ban sharps (needles) from regular refuse.
 
Currently, the Environmental Services Bureau (ESB) picks up electronic waste as part of the special collection program. However, residents must dispose of universal waste and household chemicals at special drop-off centers. The City of Long Beach and Los Angeles County co-sponsor one annual HHW round-up at Veteran's Stadium to give Long Beach residents a convenient opportunity to dispose of these materials.
Otherwise, the closest permanent facility is the Gaffey Street Center in San Pedro.
According to ESB's last annual customer service survey, one of the most common requests was for the City to make the disposal of universal and household hazardous waste more convenient. The Environmental Depot would provide an ongoing opportunity for residents to dispose of this type of waste.
 
The attached resolution was prepared by Principal Deputy City Attorney J. Charles Parkin who reviewed this letter on May 30,2007, and by Budget Officer Victoria Bell on June 4,2007.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on June 19, 2007, in order to submit the resolution to CIWMB before the July 11, 2007 deadline.
 
FISCAL IMPACT
The City of Long Beach is requesting $300,000 from the CIWMB to fund the planning and design of an Environmental Depot to handle Household Hazardous Waste. If and when the funds are awarded, a budget adjustment will be submitted to the City Council to authorize the additional expenditures and capture the new revenue. No matching funds are required.
