TITLE
Recommendation to authorize City Manager, or designee, to execute agreements, and any related necessary documents or amendments, with Los Angeles SMSA Limited Partnership, a California limited partnership, dba Verizon Wireless; T-Mobile, LLC, a Delaware limited liability company; Sprint/United Management Company, a Kansas corporation; and, Cingular Wireless PCS, LLC, a Delaware limited liability company (formerly known as AT&T Wireless PCS, LLC), to provide enhanced cellular services in the new City Hall and Port of Long Beach Headquarter Buildings, at no cost to the City. DISCUSSION
City Council approval is requested to enter into agreements with Verizon Wireless, T-Mobile LLC, Sprint/United Management Company, and Cingular Wireless PCS, LLC, (collectively, “cellular providers”), to provide enhanced cellular services in the new City Hall and Port of Long Beach Headquarter Buildings (collectively “Civic Center”).
As background, modern construction materials, such as those used in the new Civic Center, interfere with or degrade wireless connectivity with external radio and cellular antennas resulting in poor radio and cellular reception inside buildings and structures. The new Civic Center has been designed with a Distributed Antenna System (DAS) to extend radio and cellular signals throughout the multi-story buildings, as well as radio signals throughout the new Main Library Building.
To connect the cellular providers to the Civic Center DAS, each of the cellular providers will need to provide their own equipment and cabling. The installation timeframes for each of the cellular providers will vary depending on their individual circumstances, including cellular signal surveys, cellular signal and equipment engineering, construction, installation, and integration with the Civic Center DAS.

TIMING CONSIDERATIONS
City Council action is requested on October 23, 2018, to ensure contracts are in place expeditiously and the providers can connect to the new Civic Center in a timely manner.
FISCAL IMPACT
There is no fiscal impact associated with this recommendation. The cellular providers will provide the equipment to connect to the DAS at no cost to the City. There is no local job impact associated with this recommendation.
