TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35615 with Ninyo & Moore Geotechnical & Environmental Sciences Consultants, of Irvine, CA, and Contract No. 35616 with Twining, Inc., of Long Beach, CA, for as-needed construction materials testing and inspection services for various development projects at the Long Beach Airport, to increase the aggregate contract amount by $656,099, with a 15 percent contingency in the amount of $98,415, for a revised total aggregate amount not to exceed $3,054,514.  (Districts 4,5)

 

DISCUSSION

City Council approval is requested to amend Contract No. 35615 with Ninyo & Moore Geotechnical & Environmental Sciences Consultants (Ninyo & Moore) and Contract No. 35616 with Twining, Inc. (Twining) to continue providing as-needed construction materials testing and inspection services for various development projects at the Long Beach Airport (Airport).  Additional contract authority of $754,514 for construction materials testing and inspection services is requested for the continued support of Taxiway L Reconstruction, Phase II Terminal Area Improvement Program (Phase II) and other as-needed improvements at the Airport.  The increased authority will include approximately $84,916 for Taxiway L Reconstruction, $405,098 for Phase II, and the remaining $264,500 for future as-needed improvements.

 

On July 7, 2020, the City Council authorized the City Manager to adopt Specifications No. RFQ AP19-133 and execute contracts with Ninyo & Moore and Twining for as-needed construction materials testing and inspection services for various development projects at the Airport, in an aggregate amount not to exceed $2,300,000, for a period of two years, with options to renew for three additional one-year periods.  Since the contracts were awarded, the Airport has commenced and completed various development projects including the former Taxiway B (now Taxiway E) Construction, Taxiway L Reconstruction, Taxiway D Rehabilitation, projects within Phase II, and other as-needed improvements at the Airport.

 

This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony on June 24, 2022, Purchasing Agent Michelle Wilson on June 15, 2022, and by Budget Analysis Officer Greg Sorensen on June 23, 2022.

 

TIMING CONSIDERATIONS

City Council action to amend Contact Nos. 35615 and 35616 is requested on July 12, 2022, to maintain continuous construction materials testing and inspection services for the identified projects and any future as-needed improvements.

 

FISCAL IMPACT

The requested action increases the aggregate contract authority with Ninyo & Moore and Twining by $754,514.  The revised aggregate contract amount will not exceed $3,054,514 and will be funded from sources identified for each project, which may include TWL - FAA AIP Grants, Passenger Facility Charge (PFC), Customer Facility Charge, and Airport Funds Available.  Sufficient appropriation for each identified project is budgeted in the Airport Fund Group in the Airport Department.  Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  It is anticipated that the contracts will continue to have a positive impact on the local job market.
