TITLE
Recommendation to adopt resolution authorizing City Manager to execute a contract with RCA Investments, dba Long Beach BMW Motorcycles, of Long Beach, CA (Local; not an MBE, WBE or SBE), for the purchase of five replacement BMW police-certified motorcycles, per quote dated March 20, 2012, on the same terms and conditions afforded to the Los Angeles County Sheriff's Department (LASD) under reference SO. No. RFB-IS-12200055, in an amount not to exceed $136,400, including tax and fees.  (Citywide)
 
DISCUSSION
City Council approval is requested authorizing the City Manager to execute a contract for the purchase of five front-line BMW motorcycles for the Long Beach Police Department (LBPD).
 
The purchase of these new motorcycles will replace five motorcycle units that were damaged during front-line service and, as a result, were determined to be non-repairable.  This purchase will keep the front-line motorcycle fleet at the same level to provide necessary service. The standardization of BMW motorcycles has assisted the Fleet Services Bureau and the LBPD from a maintenance, training and parts perspective.
 
The City Charter provides an alternative procurement method permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.
 
The Department of Public Works, Fleet Services Bureau, investigated procurement options and learned that LASD had completed a competitive bid process for police-certified motorcycles and awarded a contract to RCA Investments, dba Long Beach BMW Motorcycles, that meets the City's needs.  This cooperative purchase agreement will facilitate the timely acquisition of these motorcycles and provide cost benefits to the City.
 
RCA Investments, dba Long Beach BMW Motorcycles, has agreed to sell five BMW police certified motorcycles to the City under the same terms and conditions as are afforded to LASD in an amount not to exceed $136,400, including tax and fees. The Matrix Fleet Review Study also supports the use of cooperative purchase agreements and adherence to a long-term replacement plan.
 
This matter was reviewed by Deputy City Attorney Amy R. Webber on May 1, 2012 and Budget Management Officer Victoria Bell on May 2, 2012.
      
TIMING CONSIDERATIONS
City Council action to adopt the attached Resolution and to approve this purchase concurrently is requested on May 15, 2012, to ensure that the new motorcycles are built and placed into service in a timely manner and all motor officers are equipped with standard equipment with essential safety features.
 
FISCAL IMPACT
The cost of this contract, in an amount not to exceed $136,400, including tax and fees, is budgeted in the Fleet Services Fund (IS 386) in the Department of Public Works (PW).  The award of this contract will provide continued support to our local economy by assisting in the preservation of six employees residing in Long Beach with employment.
