TITLE
Recommendation to authorize City Manager to execute a contract with Cattrac Construction, Inc., to furnish and deliver earth moving equipment and operators for beach renourishment activities in an amount not to exceed $200,000 for the current term commencing December 1, 2005, and increase appropriations in the Tidelands Operating Fund (TF) in the Department of Parks, Recreation and Marine (PR) by $100,000.  (Districts 2,3)
 
DISCUSSION
 
City Council approval is requested to increase the annual contracted amount with Cattrac Construction, Inc., (Cattrac), from $100,000 to $200,000. Cattrac furnishes the Department with heavy equipment and operators to complete the City's annual beach renourishment project. The increase reflects the need to effectively address the City's current beach erosion problems.
 
Cattrac was selected for the beach renourishment project in Fiscal Year 2005 (FY 05), as a result of the City's bid process. Bid notifications were sent utilizing the Purchasing Division's bid management system. The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.lbpurchasinq.orq. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities sent to 32 local, minority, and women's groups and there were two responses to the bid notifications. The bids were opened on November 8, 2004. Upon analysis of the bids, the contract was awarded to Cattrac for an amount not to exceed $100,000, with a one-year option to renew.
 
The City issued a purchase order to Cattrac Construction Inc., for an annual amount not to exceed $100,000. Due to the severity of beach erosion occurrences, days of operation will be increased by the contractor resulting in a larger area of renourishment being accomplished. Therefore, it is now necessary to enter into a formal contract for the current annual term. City Council approval is requested to enter into a formal contract for $200,000 for the term commencing December 1, 2005 through November 31, 2006. The annual renourishment project for FY 06 is scheduled to begin on February 20, 2006.  Additional funding is also needed to accommodate the increased contractor expenses based on higher fuel and insurance costs and escalating employee salaries.

TIMING CONSIDERATIONS
City Council action is requested on February 14, 2006, as the annual beach renourishment project is scheduled to begin on February 20, 2006.
 
FISCAL IMPACT
The FY 06 beach renourishment project will not exceed $200,000. Of this amount, $100,000 is currently budgeted in the Tidelands Operating Fund (TF) in the Department of Parks, Recreation and Marine (PR). The remaining $100,000 is currently unbudgeted; therefore, an appropriation increase is included in the recommended action. The funding source will be Tidelands operating fund. There will be no impact on the General Fund.
