TITLE
Recommendation to authorize City Manager to execute all documents necessary for the First Amendment to Agreement No. 30851 between the City of Long Beach and HNTB Corporation, a Delaware corporation, for as-needed airport planning, engineering and architectural consulting services at the Long Beach Airport in an amount not to exceed $2,500,000.  (District 5)
 
DISCUSSION
On July 8,2008, the City Council authorized the execution of Agreement No. 30851 with HNTB Corporation (HNTB) for as-needed airport planning, engineering and architectural consulting services for a three-year term in an amount not to exceed $1,000,000. The Agreement also provides for the extension of the term of the Agreement for two additional three-year terms.
 
On February 18, 2003, the City Council authorized the completion of an Environmental Impact Report (EIR) for the Airport Terminal Improvement Project (Airport Project). From February 2003 through June 2006, the City conducted the EIR process culminating in City Council certification of the EIR on June 20,2006. Included in the Airport Project is the Air Carrier Ramp Reconstruction Project (Ramp Project). The air carrier ramp at the Airport has exceeded its useful life and currently requires constant repair to maintain its functional use and ensure safe operations. The Ramp Project will consist of the reconstruction of the ten existing aircraft parking positions along with shoulder pavement, the construction of two additional parking positions as provided by the EIR, the relocation of lighting equipment, guidance signs and pavement markings, improvements to the drainage infrastructure and the grading of the adjacent infield area. Completion of the Ramp Project is anticipated in late 2013 at a cost of approximately $33,000,000. In late 2008, HNTB commenced the design and preparation of the construction documents for the Ramp Project, which will be constructed under a minimum of three construction contracts to coincide with annual Federal Aviation Administration grant funding.
 
HNTB has been working on the Ramp Project from its inception and has an understanding of its needs and requirements. Although the Ramp Project is to be constructed in multiple phases, it is beneficial to retain the same designer for the entire project for financial and timing considerations. The design and preparation of the construction documents for the Ramp Project alone is estimated at $1,500,000. Retaining HNTB's services over the life of the Ramp Project will be essential for its completion to account for any unforeseen issues or modifications that may arise during the course of actual construction.
 
In an effort to maintain continuity throughout the design of the Air Carrier Ramp Reconstruction Project, staff is recommending approval of the First Amendment to Agreement No. 30851 containing the following major terms and provisions:
 
·      Term: The first three-year extension option shall be exercised and the term of the Agreement shall be extended through July 31,2014.
 
·      Scope of Work or Services: The scope of work or services shall be increased an additional $1,500,000 from $1,000,000 to an amount not to exceed $2,500,000.  The additional $1,500,000 will provide sufficient funding for the Air Carrier Ramp Reconstruction Project and any unforeseen issues or modifications that may arise during the course of actual construction.
 
All other remaining terms and conditions of the Agreement shall remain in full force and effect.
 
This letter was reviewed by Deputy City Attorney Richard F. Anthony and by Budget and Performance Management Bureau Manager David Wodynski on February 1, 2010.
 
TIMING CONSIDERATIONS
City Council action is requested on February 16, 2010, to allow for timely execution of the Amendment in an effort to minimize disruptions to the design of the Air Carrier Ramp Reconstruction Project.
 
FISCAL IMPACT
The Air Carrier Ramp Reconstruction Project is currently budgeted in various Airport Capital Improvement Project funds in the Airport Enterprise Fund (EF 320) in the Airport Department (AP) and no appropriation increase is required at this time. Any projects not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. There is no impact to the General Fund.
