TITLE

Increase appropriations in the General Grants Fund (SR 120) in the Fire Department (FD) by $206,800 and in the General Grants Fund (SR 120) in the Police Department (PD) by $850,000.  (Citywide)       
 
DISCUSSION
The Department of Homeland Security (DHS) has approved grant proposals submitted by the Fire Department and Police Department under the FY 2014 Port Security Grant Program (PSGP) for a total of $792,600 (Pre-Cost Match).   The grant priorities focus on infrastructure protection and reflect the DHS overall investment strategy, in which two priorities have been paramount: risk-based funding and regional security cooperation.  PSGP funds support increased port-wide risk management; enhanced domain awareness, training and exercise, and further capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IED) and other non-conventional weapons.
 
The Fire Department has been approved for project costs of  $206,800 to be used to fund the participation of Fire personnel in specialized fireboat simulations training. The Police Department has been approved for project costs of $850,000 to fund the purchase of dive equipment and joint training and exercises with the Port of Long Beach Security Division and Harbor Patrol, and to support ongoing security operations in the Port areas.
 
This grant requires a 25 percent cost match of $264,200.  The Port of Long Beach has agreed to provide the necessary cost match to reimburse 25 percent of the total expenses made under this program. On November 19, 2014, the Board of Harbor Commissioners approved the requested cost share of $264,200 for the Fire Department and Police Department projects.
 
This matter was reviewed by Deputy City Attorney Kendra Carney on October 8, 2014 and Budget Officer Victoria Bell on November 10, 2014.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 2, 2014, to ensure the City can promptly begin to expend these grant funds.
 
FISCAL IMPACT
Federal grant revenues of $792,600 will offset 75 percent of total program expenses of $1,056,800.  The PSGP Grant requires a 25 percent cost match of $264,200, which will be provided by the Port of Long Beach.
 
Future maintenance costs for the equipment acquired under this grant will be included as project proposals in future PSPG grants.   If not funded in future grants, the costs would be borne by a combination of the General Fund and other available funds.
 
As these funds are not budgeted, an appropriation increase in the amount of $1,056,800 is included in the recommendation and as noted below:
