TITLE

Adopt resolution authorizing Housing Authority, or designee, to execute a contract with Haworth, Inc., of Holland, MI, for furniture, installation and related products and services on the same terms and conditions afforded to City of Charlotte, NC, Contract No. 2020000606, through Omnia Partners, in an amount not to exceed $700,000, for a period of one year, with the option to renew for as long as the Omnia Partners contract is in effect, at the discretion of the Housing Authority. (Citywide)

 

DISCUSSION

On January 21, 2020, the City awarded a contract to Gillis & Panichapan Architects, Inc., of Costa Mesa, CA, for as-needed space-planning and architectural services, in an amount not to exceed $1,200,000 for a period of two years, with an option to renew for three additional one-year periods. On February 24, 2020, the Housing Authority signed a Lease for new office space located at 1500 Hughes Way, Long Beach. The Housing Authority is requesting to amend the contract by increasing the authorized amount by $500,000 to provide for the purchase and installation of furniture in the new leased space. The Housing Authority will transition within the next seven months.

Housing Authority approval is requested to enter into a contract with Allsteel, Inc. (Allsteel), for furnishing and delivering and installation of furniture and related products.  Allsteel was selected pursuant to a competitive process conducted by cooperative purchasing group Omnia Partners.  Staff requests the Housing Authority execute a contract with Allsteel based on pricing provided in Contract No. R191802 dated April 28, 2020 between Region 4 ESC of Houston, TX, and Allsteel, for the purchase of furniture, installation and related products and services.

Housing Authority approval is also requested to enter into a contract with Haworth, Inc. (Haworth), for furnishing, delivering, and installation of furniture and other related products. Haworth was selected pursuant to a competitive process conducted by cooperative purchasing group Omnia Partners. Staff requests the Housing Authority execute a contract with Haworth based on pricing provided in Contract No. 2020000606 dated January 1, 2020 between the City of Charlotte, NC, and Haworth for the purchase of furniture, installation and related products and services.

The Housing Authority has signed a lease for a new building located at 1500 Hughes Way, Long Beach.  Given the need to furnish the entire space within the next six months, the Housing Authority requests the utilization of all three vendors to provide a variety of needed and services.

This matter was reviewed by Deputy City Attorney Richard F. Anthony and Deputy Finance Director Sandy Tsang-Palmer on July 27, 2020, and by Revenue Management Officer Geraldine Alejo on July 29, 2020.

 

TIMING CONSIDERATIONS

Housing Authority action is requested on August 11, 2020, to have contracts in place to address any requested changes by time of occupancy of the new office space.

 

FISCAL IMPACT

The total aggregate amount of the contracts will not exceed $3,500,000, and includes a $500,000 increase to the contract with Gillis & Panichapan Architects, for a revised total amount not to exceed $1,700,000, a contract with Allsteel in an amount not to exceed $1,100,000, and a contract with Haworth in an amount not to exceed $700,000.  Sufficient appropriation to support contract costs is budgeted in the Housing Authority Fund Group in the Health and Human Services Department, offset by grant revenue.  Funding will be in place prior to any orders for furniture modifications.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
