TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents including subsequent amendments, including amending the contract amount, with Los Angeles County, to receive and expend up to $5,236,895 of Measure H funding, to implement Homeless Initiative strategies adopted by the County Board of Commissioners to combat homelessness in Los Angeles County, for the estimated period of November 1, 2021 through June 30, 2022, with the option to renew for four additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
The Measure H Revenue Committee for Los Angeles County completed its recommendations for the distribution of Measure H funds for the Fiscal Year 2021-2022 period. The funds were aligned under different strategies to address homelessness. During this process, the Board instructed the Los Angeles County Chief Executive Officer (CEO) to work with the Los Angeles Homeless Services Authority (LAHSA) and the Department of Health Services (DHS) to provide Measure H funding and administer contracts for the Continuums of Care (CoC’s) in the cities of Glendale, Long Beach, and Pasadena. The funding allocated to the City of Long Beach CoC will provide program administration of Homeless Initiative Strategies, including homeless prevention, rapid rehousing, outreach coordination, strengthening the coordinated entry system, and emergency shelter/crisis housing. These initiatives are necessary to enhance the services within the local system of care.
The Long Beach CoC (through the Homeless Services Bureau) will receive approximately $2,705,403 as a direct allocation for the strategies. Additionally, the CEO has agreed to roll over funds not utilized during the previous contract periods. The total amount to be rolled over is $2,531,492; therefore, the total amount the Long Beach CoC will receive is approximately $5,236,895.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on November 8, 2021 and by Budget Analysis Officer Greg Sorensen on November 11, 2021.
EQUITY STATEMENT
The City has incorporated the Equity Toolkit and strategies outlined in the Everyone Home Long Beach plan into this recommendation as requested by City Council. This recommendation will assist people experiencing homelessness in Long Beach by providing critical resources and services to continue efforts to end and prevent homelessness in the Long Beach community.
TIMING CONSIDERATIONS
City Council action is requested on December 7, 2021, to commence the program as soon as possible and expend funds before the deadline set forth by Los Angeles County.
FISCAL IMPACT
The City’s total Measure H funding allocation is estimated up to $5,236,895 for the period of November 1, 2021, to June 30, 2022. Sufficient appropriation is budgeted in the Health Fund Group in the Health and Human Services Department for program costs, offset by reimbursement revenue. Measure H funding does not have a match or in-kind service mandate. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
