TITLE

DISCUSSION
The Workforce Development Bureau (WDB), of the Department of Community
Development, responded to and received an award of $300,000 for a Workforce
Incentive Grant Project (Project) from the United States Department of Labor which was
approved by the City Council on August 19, 2003. That Award provides assistance to
persons with disabilities to obtain employment and career development opportunities for
the period from July 1, 2003 to June 30, 2005. Because of the success of the Project,
the City has received notification of an additional award of $139,850 to continue the
Project through June 30, 2006.
The target populations for this Project are individuals who are deaf/hard of hearing,
blind/low vision, and others with development disabilities, such as cerebral palsy, or
mental retardation, and long-term recipients of Social Security Disability Insurance. The
WDB has developed collaborative relationships with a variety of organizations in the
community to form a consortium of partners to provide workforce services for
approximately 80 individuals. Partner agencies include AbilityFirst, Goodwill Industries
of Long Beach and South Bay, State Department of Rehabilitation, Disabled Resource
Center, California State University - Disabled Student Services, Long Beach City
College - Disabled Student Programs and Services, Social Securii Administration, and
the Long Beach Mental Health Center.
Services are provided at the Career Transition and Youth Opportunity Centers and
include employment and career advancement opportunities that result in increased
livable-wage jobs with benefits.
