TITLE
Recommendation to adopt resolution authorizing City Manager to execute a contract with Consolidated Fabricators Corporation, of Vernon, CA, for the purchase of commercial trash containers on the same terms and conditions afforded to the City of Santa Monica, CA, in an annual amount not to exceed $180,000, for a period of one year, with the option of renewing for one additional one-year period, at the discretion of the City Manager.  (Citywide)
 
DISCUSSION
City Council approval is requested to enter into an annual contract with Consolidated Fabricators for furnishing and delivering various sizes of commercial trash containers to support the Public Works Department's (PW) ongoing commercial and residential refuse operation.  The Public Works Environmental Services Bureau (ESB), is requesting authorization to purchase containers to replace aged containers that have exhausted their useful life.  Maintaining current 2- and 3-cubic yard trash containers reduces collections and, thus, reduces heavy-duty vehicle traffic in alleys and city streets.
 
City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.  
 
ESB, in conjunction with Purchasing Division staff, investigated procurement options and learned that the City of Santa Monica had completed a competitive bid process in October 2013.  The bid was awarded to the lowest responsive bidder, Consolidated Fabricators and a purchase order was issued in July 2014.  ESB has used this vendor in the past and received effective and efficient service and products.  This cooperative purchase agreement will facilitate continuous acquisition of replacement trash containers.
 
This matter was reviewed by Deputy City Attorney Amy R. Webber on March 27, 2015 and by Budget Officer Victoria Bell on March 31, 2015.  
 
TIMING CONSIDERATIONS
City Council action to adopt the attached Resolution and award a contract concurrently is requested on April 21, 2015 to ensure the contract is in place to minimize delays in delivery turnaround time.
 
FISCAL IMPACT
The annual cost of this contract will not exceed $180,000, and is budgeted in the Refuse/Recycling Fund (EF 330) in the Public Works Department (PW).  The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for four full-time employees residing in Long Beach.
