TITLE
Recommendation to authorize City Manager, or designee, to execute a contract, and all necessary amendments, including term extensions, with the Department of Homeland Security to receive and expend Department of Homeland Security grant funding for the FY 2016 Port Security Grant Program, in an amount not to exceed $1,125,450, for a period ending August 31, 2019; and
Increase appropriations in the General Grants Fund (SR 120) in the Fire Department (FD) by $250,450 and in the General Grants Fund (SR 120) in the Police Department (PD) by $925,000. (Citywide)
DISCUSSION
The Department of Homeland Security (DHS) has approved grant proposals submitted by the Fire Department and Police Department under the FY 2016 Port Security Grant Program (PSGP) for a total of $881,588, excluding cost match. The grant priorities focus on infrastructure protection and reflect the DHS overall investment strategy, in which two priorities have been paramount: risk-based funding and regional security cooperation. PSGP funds support increased port-wide risk management; enhanced domain awareness, training and exercise, and further capabilities to prevent, detect, respond to, and recover from attacks involving improvised explosive devices (IED) and other non-conventional weapons.
The Fire Department has been approved for project costs of $250,450 to fund the purchase of Long Beach Public Safety Dive Team equipment and to conduct the annual Maritime Mobilization Exercise (MOBEX). The Police Department has been approved for project costs of $875,000 to fund the purchase and maintenance of dive equipment and training for the Dive Team, and overtime and backfill for Officers in the Port Police Division and Harbor Patrol to attend port security-related training and exercises.
This grant requires a cost match of $243,862. The Port of Long Beach has agreed to provide the necessary cost match, plus an additional $50,000, to reimburse expenses made under PSGP. On March 13, 2017, the Board of Harbor Commissioners approved the requested cost match of $293,862 for the Fire Department and Police Department projects.
This matter was reviewed by Deputy City Attorney Monica J. Kilaita and by Budget Management Officer Rhutu Amin Gharib on March 28, 2017.
TIMING CONSIDERATIONS
City Council action is requested on April 11, 2017, to ensure the City can promptly begin to expend these grant funds.
FISCAL IMPACT
Program costs will be offset by federal grant revenues of $881,588 and the Port of Long Beach cost match of $293,892, for a total expenditure of $1,175.450. As these funds are not budgeted, an appropriations increase in the amount of $1,175,450 is included in the recommendation as follows:

Future maintenance costs for the equipment acquired under this grant will be included as project proposals in future PSPG grants. If not funded in future grants, the costs would be borne by a combination of the General Fund and other available funds. There is no local job impact associated with this recommendation.
