Recommendation to adopt resolution approving the most recent Harbor Department Salary Resolution.
DISCUSSION
Background
Each year, the Harbor Department, along with other City Departments, submits a Salary Resolution for approval to their respective appointing authorities. The latest adopted Harbor Salary Resolution was for Fiscal Year 2020. On September 14,2020, the Board of Harbor Commissioners approved the Harbor Salary Resolution (HD-3012). On October 6,2020, the City Council approved and adopted the Harbor Salary Resolution (RES-20-0131). An amendment to the Fiscal Year 2020 Harbor Salary Resolution (HD-3032) was approved on April 26, 2021, by the Board of Harbor Commissioners. The amended Harbor Salary Resolution (RES- 21-0054) was approved and adopted on May 18,2021, by City Council.
The Board of Harbor Commissioners' authority extends over compensation and organizational matters. Upon approval by the Board, the Salary Resolution is forwarded to the City Clerk's Office to be submitted to the City Council for approval and adoption. The Salary Resolution primarily reflects classification and organizational changes that are recommended and/or have already been approved in the Harbor Department's Adopted Budget for the same year. It also reflects negotiated changes with collective bargaining units.
On December 20, 2021, the Board of Harbor Commissioners approved the Salary Resolution (HD-3062) for Fiscal Year 2022. The approved changes include: new management positions, title changes, an increase to the Executive (EOO) maximum salary range, organizational structure changes, language changes, and technical corrections. Per the Department of Human Resources, compensation changes for represented, hourly positions are subject to the negotiation process and a meet and confer. These approved amendments have been summarized below:

Management Section III: Technical Corrections to Attachments
The occupational codes for classifications approved in the FY 20 Salary Resolution and changes for negotiated salary range changes were added to the attachments.
Section IV: Organizational Structure Changes
Due to the upcoming implementation of Munis HRlPayroll, divisions that were never implemented or are no longer utilized are requested to be made inactive. The Team Development (83502) and Marketing (83603) Divisions were approved in a previous resolution but never implemented. The Engineering Admin (83204) and the Design & Maintenance (83208) Divisions are no longer in use.
Section V: Language Additions, Deletions or Changes
Revise Section 15.2 Executive Salary Range to maximum monthly of$34,167. This change is to accommodate negotiated general salary increases extended by City Council to unrepresented EOO positions.
