TITLE

Recommendation to authorize City Manager, or designee, to grant an easement deed to Los Angeles SMSA Limited Partnership, a California limited partnership dba Verizon Wireless, by: AirTouch Cellular, Inc., its General Partner, at 4800 East Wardlow Road, for the installation of public utilities; and

 

Accept Categorical Exemption No. CE-22-009.  (District 5)

 

DISCUSSION

Verizon Wireless is installing new telecommunications conduit in a roadway at 4800 E Wardlow Road, owned and maintained by Long Beach Airport.  The conduit will connect existing infrastructure and will improve wireless connectivity in the area.  An excavation permit for the conduit installation (PWP 50894) has been reviewed and approved by the Department of Public Works.  It is necessary that an easement be granted to Verizon Wireless for the installation and maintenance of the conduit and its appurtenances (Attachment A).

 

City of Long Beach (City) staff conducted a review of the affected departments and agencies and there were no objections to the proposed easement. The Department of Public Works seeks the City Council approval to grant the requested easement.

 

In conformance with the California Environmental Quality Act, Categorical Exemption No. CE-22-009 was issued on January 31, 2022 (Attachment B).

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on February 14, 2022 and by Budget Management Officer Nader Kaamoush on February 23, 2022.

 

TIMING CONSIDERATIONS

City Council action on this matter is not time critical.

 

FISCAL IMPACT

An easement processing fee in the amount of $3,388 was deposited in the General Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.

 

SUGGESTED ACTION

Approve recommendation.
