TITLE

Recommendation to adopt resolution to allow the installation of angled parking on:

                     c.                     The south side of Shoreline Drive from Pine Avenue to
                                          Shoreline Village Drive;

 

Approve the expansion of Parking Meter Zone 20; and

 

Request City Attorney to prepare an amendment to Section 10.28.130 of the Long Beach Municipal Code, relating to parking meter zones.  (District 2)

 

DISCUSSION

On November 14, 2014, the City of Long Beach and DDR Urban, LP (DDR), as co-permittees, received California Coastal Commission (Coastal Commission) approval for an amendment to Coastal Development Permit 5-98-156, subject to special conditions, for the modification of the valet parking operations, validation program, and parking garage rates and fees for the Pike development at 95 South Pine Avenue.  The Pike development, under a long-term lease between the City and DDR, has rebranded itself as The Pike Outlets, and the approved modifications will provide consistency between the parking facilities in the Shoreline area and improve the visitor and shopper experience.  The special conditions of the amendment required the creation of additional public parking in the form of 32 new parking spaces in the Aquarium Parking Garage and 37 new metered parking spaces along Shoreline Drive.  These 69 new parking spaces serve as mitigation for public access impacts resulting from the expansion of valet parking services.

 

Subsequently, the City’s Traffic Engineering Division reviewed the existing design and plans for the Aquarium Garage and determined that 32 new parking spaces were not feasible; thus, an alternative location needed to be identified.  Through an engineering evaluation of Shoreline Drive, it was determined that the public right-of-way was wide enough to accommodate additional angled parking on both the north and south sides.  The City Traffic Engineer determined that the installation of angled parking on Shoreline Drive would have no adverse impacts on traffic circulation, safety, and the provision of public services.

 

Based on preliminary angled parking layout plans designed by Traffic Engineering Division staff, it was estimated that a total of 70 additional parking spaces could be provided through the implementation of angled parking on Shoreline Drive, west of Shoreline Village Drive and east of Chestnut Place. Most of the spaces will be created using right-of-way previously occupied by a third lane. Smart meters, in effect from 10:00 am to 10:00 pm, will be installed in the parkway and will not conflict with the bike path or Grand Prix barricades. In order to facilitate the installation of parking meters at these new spaces, modification of Parking Meter Zone 20, as defined in Section 10.28.130 of the Long Beach Municipal Code is required. The limits of the existing zone must be modified from “Shoreline Drive between Linden Avenue and Aquarium Way,” to “Shoreline Drive between Linden Avenue and Chestnut Place.”  Since the angled parking concepts for these street segments are directly adjacent to The Pike Outlets shops and restaurants, the Traffic Engineering Division has prepared the concepts in coordination with The Pike Outlets management team. The locations of these street segments identified for angled parking, as proposed, are shown on the attached vicinity map.

 

On July 9, 2015, the Coastal Commission approved a further modification of the additional public parking special condition.  The requirement for additional parking in the Aquarium Parking Garage was eliminated and replaced with 33 new metered parking spaces along Shoreline Drive, for a total of 70 new metered parking spaces.  This parking layout plan complies with the new requirement.  Further, the amended Coastal Development Permit will not be issued until the installation and operation of the new metered parking spaces is complete.  The recommendation allows for the commencement of this process.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on August 17, 2015 and by Budget Management Officer Victoria Bell on September 18, 2015.

 

TIMING CONSIDERATIONS

City Council action is requested on October 6, 2015, to allow for the immediate creation and implementation of the new metered parking spaces, which, in turn, will allow The Pike Outlets to implement its new valet parking operations, new validation program, and new parking garage rates and fees.

 

FISCAL IMPACT

The one-time cost of materials and installation of the angled parking spaces and meters on the aforementioned limits of Shoreline Drive is estimated at $80,000.  The one-time cost will be absorbed within the FY 16 appropriations in the Rainbow Harbor Fund (TF 411) in the Public Works Department (PW). Following installation, the ongoing operational cost in the first year is estimated at $19,000 and includes warranties, credit card transaction fees and processing fees. This cost is projected to be completely offset by anticipated additional revenue and is currently unbudgeted for FY 16. Following meter installation, Public Works will return to City Council to request an appropriation for ongoing management needs as a part of the budget process.
