TITLE
Recommendation to authorize City Manager to execute a contract and all necessary amendments, including term extensions, with the Marine Exchange of Los Angeles-Long Beach Harbors, to receive and expend Department of Homeland Security grant funding for the 2009 Port Security Grant Program, in an amount not to exceed $1,564,000 for a period ending May 31, 2013; and increase appropriations by $1,564,000 in the General Grants Fund (SR 120) in the Police Department (PD). DISCUSSION
In July 2012, the Department of Homeland Security (DHS) approved two Long Beach Police 2009 Port Security Grant Program (2009 PSGP) proposals for a total of $1,564,000. The Area Maritime Security Committee, under the leadership of the U.S. Coast Guard Sector Los Angeles/Long Beach, selected the projects.
The first project, in the amount of $1,500,000, will upgrade the 19-year-old City of Long Beach computer aided dispatch (CAD) and related data management system, which can be used by numerous public safety agencies throughout the Port of Long Beach, Port of Los Angeles and the surrounding region. This system upgrade will dramatically improve the gathering, storage, retrieval, and sharing of data among these public safety agencies. Further, the upgrade will facilitate police and fire interoperability, improve resource tracking, and facilitate maritime and landside situational awareness. The second project, in the amount of $64,000, will fund the purchase of a vehicle to be utilized by the Port Police Section to store and deploy Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) detection, identification and verification equipment. This vehicle can be used as a field command post to effectively manage an emergency response or tactical situation and be used as a routine patrol vehicle.
This matter was reviewed by Deputy City Attorney Gary Anderson on July 24, 2012 and Budget Management Officer Victoria Bell on July 30, 2012.
TIMING CONSIDERATIONS
City Council action on this matter is requested on August 21, 2012, to ensure the City can promptly begin to expend these grant funds.
FISCAL IMPACT
The City will receive federal grants revenues of $1,125,000 for the upgrade of CAD and $48,000 for the CBRNE vehicle; both require a 25 percent cost-share of $375,000 and $16,000, respectively, which will be provided by the Port of Long Beach.
The maintenance costs for the equipment acquired under this grant will be covered by future PSGP grant funds. This is a policy change from the Department of Homeland Security, implemented in November 2009, to allow grant-funded maintenance for equipment purchased under previous grants. To this end, a project proposal for maintenance funds for equipment to be purchased under this 2009 PSGP grant has already been approved for the 2011 PSGP grant. The Department will continue to acquire grant funds for the on-going maintenance of this equipment.
As these funds are currently not budgeted, an appropriation increase in the amount of $1,564,000 is requested in the General Grants Fund (SR 120) in the Police Department (PD). There is no impact to the General Fund and no local job impact associated with this recommendation.
