TITLE
Recommendation to authorize City Manager, or designee, to execute all documents, and any necessary amendments, between the City of Long Beach and the County of Los Angeles for an operational agreement to provide mental health interventions for individuals seeking services at the Multi-Service Center (MSC).  (Citywide)
 
DISCUSSION
The Mental Health Services Act (MHSA), adopted by the California electorate in 2004, provides the Los Angeles County Department of Mental Health Services (DMHS) with new dedicated funding for innovative programs designed to expand available services and improve access to needed services not previously available.  The DMHS is using MHSA funding to implement the Field Capable Clinical Services (FCCS).  FCCS provides field-based mental health outreach and engagement specialty services for adults in need, including individuals who are at risk and/or are experiencing homelessness.  A large majority of homeless individuals have untreated chronic mental health conditions that impede their ability to secure permanent housing.
 
The City of Long Beach Department of Health and Human Services (Health Department) Multi-Service Center has been working with the DMHS to provide linkage to mental health services.  The DMHS is proposing to increase this collaboration with the Health Department to provide improved access to needed mental health services using the FCCS model at the Multi-Service Center, located at 1301 W. 12th Street.  This collaboration will include having an FCCS clinician available at the Multi-Service Center site once a week to provide mental health outreach and engagement to MSC clients seeking mental health services.
 
This matter was reviewed by Deputy City Attorney Linda Trang on June 9, 2011 and by Budget Management Officer Victoria Bell on June 10, 2011.
 
TIMING CONSIDERATIONS
City Council action is requested on August 9, 2011 in order to allow FCCS access to the site location to commence services.
 
FISCAL IMPACT
There is no fiscal or local job impact associated with this agreement.
