DISCUSSION

Pacific Gateway operates the San Pedro-based Harbor Gateway WorkSource Center (Center) on behalf of the communities surrounding the Los Angeles Harbor under a contract with the City of Los Angeles.  The Center functions similarly to other Pacific Gateway job centers by providing employment assistance to adults and dislocated workers, and by partnering with businesses to meet their workforce needs.

 

In March of this year, the City through Pacific Gateway, submitted an application to the City of Los Angeles to operate a YouthSource Center in the Harbor area.  The YouthSource Center would expand Pacific Gateway’s services to youth residing in the area, similar to the Youth Opportunity Center in Long Beach. 

 

The City of Los Angeles notified Pacific Gateway that it would receive $1,009,000 in Workforce Innovation and Opportunity Act (WIOA) and other funds for baseline services to youth residents and services for the next Program Year.

In support of this project, Pacific Gateway will request the addition of four full-time staff dedicated to the new YouthSource Center.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber and by Revenue Management Officer Geraldine Alejo on June 30, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on July 18, 2017, to expedite the processing of the required documents to accept funding for the Program Year that began on July 1, 2017.

 

FISCAL IMPACT

This grant from the City of Los Angeles is funded by the U.S. Department of Labor through the WIOA funds, the City of Los Angeles General Fund, and the Los Angeles County Youth Jobs funds.  Pacific Gateway is eligible to receive up to $1,009,000 in grant reimbursement funding for the period July 1, 2017 through June 30, 2018. An appropriation increase, offset by grant revenue, is requested in the amount of $1,009,000 in the Community Development Grants Fund (SR 150) in the Economic and Property Development Department (EP).

 

An in-kind match commitment of $200,000 will be funded by co-enrollment in other existing WIOA grant programs in the form of staff time, supportive services, and work experience wages. The in-kind match requirement is budgeted in the Community Development Grants Fund (SR 150) in the Economic and Property Development Department (EP).  Approval of this recommendation will result in education and employment preparation, placement, and retention services to youth.
