TITLE

DISCUSSION

City Council approval is requested to enter into a contract with AECOM Technical Services, Inc. (AECOM), to prepare a Climate Action and Adaptation Plan (Plan). The Plan will establish a framework to reduce greenhouse gas (GHG) emissions and prepare for the impacts of climate change. The City of Long Beach (City) aims to address climate change in an inclusive fashion that meets legal obligations while improving the quality of life and economic prospects of residents, businesses, and visitors.

 

The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on June 15, 2016, and 5,202 potential proposers specializing in professional environmental services and project management were notified of the RFP opportunity. Of those proposers, 85 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority and women-owned business groups. Eleven proposals were received on July 28, 2016.  Of those eleven proposers, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), four were certified Small Business Enterprises (SBEs), and none were Long Beach businesses (Local).  The selection committee determined that AECOM, of Orange, CA (not an MBE, WBE, SBE or Local), was the most qualified firm to prepare the Plan.

 

AECOM provides the relevant experience and local familiarity necessary to prepare a comprehensive Plan. AECOM’s project management team has a multifaceted understanding of the project’s components and strong technical knowledge regarding best practices, case studies, GHG emissions, mitigation, adaptation, vulnerability, and sea level rise. Furthermore, AECOM outlined an effective communication strategy with innovative ideas on how to capture input from various stakeholders and under-represented communities.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download the RFP specifications. Through outreach, 561 Long Beach vendors were notified to submit proposals, of which ten downloaded and none submitted a proposal. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Assistant City Attorney Michael J. Mais on November 10, 2016 and by Budget Analysis Officer Julissa Jose-Murray on November 16, 2016.

 

SUSTAINABILITY

 

The City is obligated under AB 32 (The California Global Warming Solutions Act of 2006), SB 375 (The Sustainable Communities and Climate Protection Act of 2008), and various California Executive Orders to reduce GHG emissions. Generally, statewide targets aim to reduce emissions to 1990 levels by 2020, 50 percent below 1990 levels by 2030, and 80 percent below 1990 levels by 2050. The Plan will allow the City to achieve these obligations for GHG emission reductions by providing a roadmap for integrating City objectives, planning documents, and legislative updates.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFP DV16-149 and award a contract concurrently is requested on December 13, 2016, to ensure that the contract is in place expeditiously.

 

FISCAL IMPACT

The cost of this contract will not exceed $413,677, and is budgeted in the Development Services Fund (EF 337) in the Development Services Department (DV). There is no local job impact associated with this recommendation.
