TITLE
Recommendation to authorize City Manager to continue an agreement with the Long Beach Unified School District to provide Parks, Recreation and Marine Department staffing at Grant, Garfield, Lee, Edison, King, and Lafayette Elementary Schools for the Los Angeles County Office of Education After School Enrichment/California Work Opportunity for Kids Program;
 
Authorize City Manager to execute any future documents, including amendments, necessary to accept, implement, and administer the agreement; and
 
Increase appropriations in the General Grants Fund (SR 120) in the Department of Parks, Recreation and Marine (PR) by $121,595.  (Districts 1,4,6,7,9)
 
DISCUSSION
The Long Beach Unified School District (LBUSD) has requested that the Department of Parks, Recreation and Marine (Department) continue to provide staff for existing after school programs located at Grant, Garfield, Lee, Edison, King, and Lafayette Elementary Schools. These after school programs are established by the Los Angeles County Office of Education (LACOE) as After School Enrichment Programs designated for children and families participating in the California Work Opportunity for Kids (CaIWORKS) Program, and coexist with the Long Beach Winners Reaching Amazing Potential (WRAP) after school programs operated by the Department of Parks, Recreation and Marine.
 
The Department, in conjunction with the Department of Community Development, agrees to manage the CalWORKS program for LBUSD, in accordance with the terms of the contract and the agreed upon budgets between LACOE and LBUSD. Expenditures will include hiring staff; purchasing materials, supplies, and equipment; and various other expenses, including overhead to operate the program. The City's contribution to this program is approximately $18,000 and will be funded through existing Community
 
Development Block Grant (CDBG) funds. In accordance with the agreement, the City will provide programming for three hours per day at the sites specified.
 
The proposed agreement has the following major terms and conditions:
 
. Term: The term of the agreement will extend from March 1, 2006 through June 30, 2006.
 
. City Obliqation: The City will provide six part-time Recreation Leader Specialists at 20 hours per week to support services throughout the term of the agreement.
 
. Reimbursement: LBUSD agrees to reimburse the City for staffing, supplies, and administrative costs in an amount not to exceed $121,595. The reimbursements will be made on a monthly basis. Administrative overhead charges are not to exceed 15 percent of the total charges for staffing. The breakdown by school site is as follows:

TIMING CONSIDERATIONS
City Council action is requested on May 9, 2006, to expedite the execution of the agreement.
 
FISCAL IMPACT
The Department will provide staff to support the LACOE After School Enrichment/CalWORKS programs for the term of the agreement in an amount not to exceed $121,595. Since the $121,595 associated with the staff costs is currently unbudgeted, an appropriation increase is included in the recommended action.
Program costs, with the exception of the $18,000 City contribution, will be fully offset by reimbursement from LBUSD and existing CDBG funding. There will be no impact on the General Fund.
