TITLE
Recommendation to adopt Specifications No. ITB GO18-051 (G-335) and award a contract to Hoffman Southwest Corp., dba Professional Pipe Services, of Mission Viejo, CA, for providing inspections of sewer lateral pipelines on customer premises, in an annual amount not to exceed $600,000, for a period of one year, with the option to renew for four additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Hoffman Southwest Corp., dba Professional Pipe Services, to perform the inspection of customer-owned sewer pipelines and identify the location of any natural gas pipeline intrusions.
As a requirement of the US Department of Transportation regulations for gas distribution integrity management, the Long Beach Gas and Oil Department (LBGO) is actively engaged in identifying and repairing gas pipeline intrusions into sewer pipes at various locations within its service territory. On occasion, using trenchless construction methods to replace gas service pipelines result in damaged unmarked sewer pipes. LBGO currently employs locating services to ensure sewers are identified prior to performing work to prevent new sewer intrusions; however, it is necessary to conduct investigations to address any instances that may have occurred from prior work. The scope of work is consistent with LBGO’s Distribution Integrity Management Plan.
The bid was advertised in the Long Beach Press-Telegram on December 4, 2017, and 8,562 potential bidders specializing in professional and technical services, and civil engineering were notified of the bid opportunity. Of those bidders, 43 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups. Five bids were received on January 9, 2018. Of those five bidders, two were Women-owned Business Enterprises (WBEs), one was a certified Small Business Enterprise (SBE), none were Minority-owned Business Enterprises (MBEs), and none were Long Beach businesses (Local). Hoffman Southwest Corp., dba Professional Pipe Services, of Mission Viejo, CA (not an MBE, WBE, SBE, or Local), was the lowest responsible bidder.
Local Business Outreach
In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download bid specifications. Through outreach, 853 Long Beach vendors were notified to submit bids, of which three downloaded and none submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on March 7, 2018 and by Revenue Management Officer Geraldine Alejo on March 15, 2018.
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. ITB GO-18-051 and award a contract concurrently is requested on April 3, 2018, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The annual contract amount will not exceed $600,000, and is budgeted in the Gas Fund (EF 301) in the Long Beach Gas and Oil Department (GO). There is no local job impact associated with this recommendation.
