TITLE
Recommendation to authorize City Manager to execute all necessary agreements with the County of Orange to receive $56,250 in Assembly Bill 118 funds to implement the Alternative and Renewable Fuel and Vehicle Technology Program Sustainability Grant under the Regional Industry Clusters of Opportunity (RICO); execute an agreement with Economic Development Corporation of Los Angeles County in the amount of $40,000; and execute any needed subsequent amendments.  (Citywide)
 
DISCUSSION
Pacific Gateway was one of ten Statewide recipients in 2010-2012 of an industry cluster analysis grant to develop and launch a coordinated, three-county workforce and economic development effort aimed at identifying and maximizing growth opportunities in the water, green building/energy efficiency, solar, and transportation segments of the regional green economy.
 
Last year, the State made additional investments for new entities to continue this work, with a specific interest in funding analysis, employer convenings and other sector-based efforts related to alternative fuels. The Orange County Workforce Investment Board (OCWIB) submitted an application to the State with Pacific Gateway as one of its primary partners.
 
The State has recently notified OCWIB that it is to receive additional funds to continue operation of the project, with Pacific Gateway receiving $56,250 to manage the portion of the project concentrating on cluster studies in and around Los Angeles County. Additionally, OCWIB has tasked Pacific Gateway to oversee the Economic Development Corporation of Los Angeles County's (LAEDC) continued implementation of the E-Mobility Taskforce.  As one of OCWIB's primary project partners, LAEDC will conduct an analysis of available alternative fuels related training programs in the region to help guide future investments in job seekers training. Pacific Gateway will contract with LAEDC in the amount of $40,000 to provide these services.
 
This matter was reviewed by Deputy City Attorney Kendra Carney on January 13, 2015 and by Budget Management Officer Victoria Bell on January 14, 2015.
 
TIMING CONSIDERATIONS
City Council action is requested on February 10, 2015, in order to facilitate processing of required documents.
 
FISCAL IMPACT
This Alternative and Renewable Fuel and Vehicle Technology Program Sustainability Grant is funded by Assembly Bill 118.  Through its partnership with OCWIB, Pacific Gateway will receive up to $56,250.  The WIA funding is currently budgeted in the Community Development Grants Fund (SR 150) in the Department of Human Resources (HR).  The grant does not require matching funds.  There is no local job impact associated with this recommendation.
