TITLE
Recommendation to authorize City Manager to grant easements to the County Sanitation District of Los Angeles County No. 3 (LACSD) for the improvement of sanitary sewer facilities at 6120 East Pacific Coast Highway and at 640 Ximeno Avenue.  (District 3)
 
DISCUSSION
LACSD is requesting that the City of Long Beach grant easements enabling LACSD to upgrade their facilities at Marina Pump Stations Number 1 and 3 (6120 East Pacific Coast Highway and 640 Ximeno Avenue, respectively). These two easements will enable LACSD to add secondary connections to existing sewer mains. The installation of these secondary connections will allow sewer service to be maintained during the replacement of their existing connections, which have outlived their useful service life. The new lines will also provide the redundancy required by the Environmental Protection Agency. The easements requested are as follows:
 
At the Marina Pump Station No.1, which is located in Sim's Pond, a 1 O-foot-wide easement is requested for a new sewer main connection to Pacific Coast Highway. The easement area requested is shown on Exhibit A, Pages 1 and 2.
 
At the Marina Pump Station No.3, which is located adjacent to the former Pacific Electric Rail Right-of-Way south of Seventh Street and east of Ximeno Avenue, a 10-foot-wide easement is requested for a new sewer main connection to Ximeno Avenue. The easement area requested is shown on Exhibit B.
 
The customary investigation was conducted involving public utilities and interested City departments, and there were no objections to the proposed equipment installations and grants of easement.
 
In conformance with the California Environmental Quality Act, the LACSD adopted a Negative Declaration for this project on December 10, 2008. Deputy City Attorney Linda Trang reviewed the subject grant of easements on March 18, 2009.
 
This matter was reviewed by Deputy City Attorney Linda Trang on March 18, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on April 15, 2009.
 
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
A document-processing fee in the amount of $1650 was paid by LACSD and deposited in the General Fund (GP) in the Department of Public Works (PW).
