Recommendation to authorize City Manager to execute all necessary documents with the LA84 Foundation to accept Summer Swim 2014 grant funds in the amount of $29,000, for summer aquatic programs for economically disadvantaged youth at Martin Luther King, Jr. Pool, Silverado Pool, Millikan High School Pool, Jordan High School Pool, and Belmont Plaza Pool, from June 2, 2014 to August 29, 2014; and authorize City Manager to execute all necessary documents to implement and administer the grant and any amendments.  (Districts 3,5,6,7,9)
 
DISCUSSION
The LA84 Foundation (Foundation) is endowed with surplus funds from the 1984 Los Angeles Olympic Games.  The Foundation makes grant funds available to recreation agencies for various youth sports programs designed to provide disadvantaged youth, ages 7 to 17, the opportunity to learn and develop sports skills.  The Department of Parks, Recreation and Marine (PRM) has been selected by the Foundation to receive grant funds consecutively for more than ten years.  This year, PRM has been selected to receive $29,000 in grant funds for the Summer Swim 2014 program.  This grant will fund scholarships for economically disadvantaged youth in swim instruction, springboard diving, water polo, and synchronized swimming (Attachment).  
 
The LA84 Foundation Summer Swim 2014 program commenced on June 2, 2014, and will conclude on August 29, 2014.  The pools currently available for this program are Martin Luther King, Jr., Silverado, Millikan High School, Jordan High School, and Belmont Plaza.  This popular program is advertised in the quarterly Recreation Connection, on the PRM website, and by word of mouth at local parks.
 
This matter was reviewed by Deputy City Attorney Kendra L. Carney on June 4, 2014, and by Budget Management Officer Victoria Bell on June 13, 2014.
 
TIMING CONSIDERATIONS
City Council action is requested on July 1, 2014, in order to facilitate processing of the required documents.
 
FISCAL IMPACT
Appropriations associated with this grant in the amount of $29,000 are included in the FY14 Budget in the General Fund (GP), in the Parks, Recreation and Marine Department (PR).  The recommended action will result in a positive impact on jobs.  Approximately 20 current staff members will receive additional work hours each week during the summer.  The additional hours will be funded by the LA84 Foundation, and will be used for Summer Swim 2014 coaching and/or instruction.  Funding received from the LA84 Foundation does not allow for additional staff to be hired.
