DISCUSSION
The Pacific Gateway Workforce Investment Network (Network) administers the Workforce Investment Act and other federal, state, and local employment and training funds received by the City. Those funds support job training programs and business services delivered by the Career Transition Center, the Youth Opportunity Center, Center for Working Families, Harbor WorkSource Center, and selected communitybased organizations to assist local residents acquire skills leading to employment in demand occupations by local employers.
 
The Network procured Geographic Solutions' Virtual One Stop (VOS) web-based application through a Request for Proposals process in 2002 (and subsequently, in 2006) to serve as its integrated data collection, customer tracking and job matching system. Based on usage and the modules selected by the Workforce Investment Network, quarterly costs for operation of the system have been $19,500, or $78,000 on an annual basis.
 
In February 2008 the Pacific Gateway Workforce Investment Board took formal action to submit to the State Employment Development Department a plan for the Network to become one of twelve designated "Learning Labs" statewide, effective this coming July.  The Network was selected as a Lab, and will begin to deploy and test new strategies built around increasing service efficiencies and resource leveraging, providing more intensive services to a larger number of residents, and augmenting skill development activities among residents accessing the Network's Career Centers.
 
System enhancements in support of the Learning Lab project requested of Geographic Solutions will increase annual costs of the system by $39,716. Toward that end, the Network requests authorization to modify its existing purchase order agreement with Geographic Solutions into a contract totaling $117,716 for the period of January 1,2008 through December 31,2008.
 
This letter was reviewed by Deputy City Attorney Gary J. Anderson on February 21, 2008 and Budget Management Officer Victoria Bell on April 30, 2008.
 
TIMING CONSIDERATIONS
City Council action is requested on May 13, 2008 to facilitate processing of required documents.
 
FISCAL IMPACT
Sufficient funds are currently budgeted in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). There is no impact on the General Fund.
