DISCUSSION
The Workforce Investment Network (Network) operates the San Pedro-based Harbor WorkSource Center (Center) on behalf of the communities surrounding the L.A. Harbor. That Center functions similarly to other Network one-stop centers by providing employment assistance to adults and dislocated workers, and by partnering with businesses to meet their workforce needs.
 
The contractual partnership with the City of Los Angeles and its Workforce Investment Board continues to bridge strategies, allowing the neighboring Long Beach and Los Angeles communities to better work together in tapping into regional employment opportunities, including those of the Harbor area and its twin ports.
 
The City of Los Angeles notified the Network that it will receive $828,982 in Workforce Investment Act (WIA) funds for continued baseline services to residents as follows:
 
 ●  Adults/Business Services                  $484,125
  ●  Dislocated Workers/Business Services      $344,857
 
WIA funds allow the Network to provide vocational and skills development training to residents who are unemployed or under-employed. The State maintains a master database of approved training institutions and programs through California's Eligible Training Provider List (ETPL). To ensure that local skill training investments lead to employment, clients accessing training services choose from the State-approved vendors on the ETPL, utilizing the Network's labor market information, its industry partnerships, and one-on-one staff assistance in interpreting employment trends.
 
Based on actual client usage of the hundreds of local ETPL vendors, the Network reimburses training providers for services at pre-determined rates ranging from $300 to $8,500 for vocational and skills development completion. City Council action on July 15, 2003, authorized the City Manager or designee to execute the non-financial master Education Agreement with each training provider; however, the resulting purchase orders, contract agreements and amendments are brought back to the City Council several times each year, as client demands influenced purchase order amounts.
 
Approval is requested for the City Manager or his designee to execute the required documents to reimburse the ETPL training providers, as needed, consistent with federal WIA regulations, and with the City of Los Angeles's ETPL Policy and Guidance. This will provide greater efficiency and alignment with the execution of Education Agreements.
 
This letter was reviewed by Deputy City Attorney Gary J. Anderson on June 1, 2010 and Budget Management Officer Victoria Bell on June 3, 2010.
 
TIMING CONSIDERATIONS
City Council action is requested on June 22, 2010, in order to facilitate processing of required documents.
 
FISCAL IMPACT
Sufficient funds are currently budgeted in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD) for Fiscal Year 2010 (FY 10) activities. The remaining amount will be appropriated via the Fiscal Year 2011 (FY 11) budget process. There is no impact to the General Fund.
 
Approval of this recommendation will result in preparation, employment placement, and job retention services to several hundred residents.
