TITLE
Recommendation to authorize City Manager, or designee, to execute an amendment to Contract No. 35146, and any necessary documents and subsequent amendments, with the John D. and Catherine T. MacArthur Foundation, in collaboration with the Urban Institute, to receive and expend grant funding in an amount not to exceed $50,000, to extend the term through June 30, 2020. (Citywide)
DISCUSSION
On October 23, 2018, the City of Long Beach (City) entered into an agreement with the John D. and Catherine T. MacArthur Foundation (MacArthur Foundation), in collaboration with the Urban Institute, to administer a grant to support the Connections to Care (C2C) Initiative. The C2C Initiative focuses on individuals experiencing persistent challenges, such as mental health, substance use, and/or homelessness, in addition to a history of repeat non-violent, low-level misdemeanor arrests.
This funding provides for the coordination of service linkage for people experiencing homelessness who repeatedly engage with local justice systems. The overall goal is to reduce recidivism and increase linkage to services for people experiencing homelessness who frequent the City’s local jail. The project is integrated into the Justice Lab’s coordinated response effort to reduce the level of high frequency touch-points for people experiencing homelessness in our local jails.
To complete grant deliverables, the MacArthur Foundation has allowed for a no-cost extension to the City, for an additional six months. The scope of work for this grant remains the same and all grant outcomes will be completed by June 30, 2020. The no-cost extension and amendment to the existing contract performance date will allow the Department to meet the grant deliverables and continue to build a relationship with one of the nation’s largest foundations.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on April 27, 2020 and by Revenue Management Officer Geraldine Alejo on May 12, 2020.
TIMING CONSIDERATIONS
City Council action is requested on June 2, 2020, to continue to provide these services without interruption.
FISCAL IMPACT
The amendment will extend the grant agreement period to June 30, 2020. The amendment will not change the approved scope of work or the grant award of $50,000. The grant does not have a match requirement and is currently budgeted in the Health Fund Group in the Health and Human Services Department, offset by grant revenue. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
