TITLE
Recommendation to authorize City Manager to enter into a Memorandum of Agreement (Agreement) and any amendments thereto with the Transportation Security Administration (TSA) for the TSA to install and maintain Explosive Detection Systems (EDS) Units and Explosives Trace Detection (ETD) Devices at the Airport; and to increase appropriations in the amount of $35,000 in the Airport Enterprise Fund (EF 320) in the Department of Public Works (PW).  (District 5)
 
DISCUSSION
When the TSA began checked bag screening at Long Beach Airport in December 2002, they installed a baggage screening system using 16 ETD Devices. These machines are labor intensive and have resulted in a high TSA employee injury rate and difficulty processing bags during peak hours. These problems have been compounded since the limitation on liquids was imposed last August 2006. At Long Beach Airport this has resulted in an increase in checked bags of over 30 percent, further exacerbating peak hour processing shortfalls, and TSA and airline employee work-related injuries.
 
The TSA has approached the City indicating that they will assign and install up to four EDS units to the Long Beach Airport. These units would increase the baggage screening processing rates to address current peak hour needs and would also address employee injury issues by reducing the amount of baggage handling required.
 
The proposed Agreement covers the installation and maintenance of the EDS units and ETD devices as well as the required support equipment to install the units.
 
The EDS units and ETD devices supplied by the TSA shall at all times remain the property of the U.S. Government. The TSA will bear all costs associated with the installation and maintenance of the EDS units and ETD devices.
 
The City will provide the required infrastructure and maintenance to support the EDS units and ETD devices. Plans and Specifications R-6719, adopted by the City Council on March 20, 2007, along with the associated contract (Contract Number 30020) executed with Quatrotec, Inc. will provide for the installation of this infrastructure.
 
The term of the Agreement will be for as long as the EDS and ETD equipment remain in place at the Airport.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on June 28, 2007, and by Budget and Performance Management Bureau Manager, David Wodynski on June 29, 2007.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on July 10, 2007, in order to allow the TSA to deliver and install the EDS units. Installation is anticipated in July 2007.
 
FISCAL IMPACT
The TSA will bear all costs associated with the installation and maintenance of the EDS units and ETD devices. The initial construction of the support infrastructure will be completed in accordance with Plans and Specifications R-6719 (adopted by the City Council on March 20, 2007) and Contract Number 30020.
 
An appropriations increase of $35,000 is requested in the Airport Enterprise Fund (EF 320) in the Department of Public Works (PW) for ongoing maintenance of the required infrastructure. The increase is included in the recommended action.
