TITLE

DISCUSSION
In 1994, the Department of Housing and Urban Development (HUD) established the Continuum of Care (CoC) program, which rewards communities that work together to coordinate housing and supportive service programs for homeless persons. The driving force behind this effort is to encourage the development of a seamless strategy to aid individualsin the transition from homelessness to permanent housing. The CoC's primary objective is to assist homeless individuals and families to leave the streets, become stable, and achieve self-sufficiency to the maximum extent possible. The CoC consists of five components: 1 ) outreach and assessment, 2) emergency shelter, 3) supportive services, 4) transitional housing, and 5) permanent housing with and without supportive services. As part of the CoC, the community must demonstrate how all available funds and programs are used to augment CoC funds.
 
Previous City Council action authorized the Department of Health and Human Services (DHHS) to be the lead applicant for the 2003, 2004 and 2005 CoC for the Homeless Assistance Program. The City Council also authorized the City Manager to execute agreements, subcontracts and any amendments. Attached is a summary of programs funded with CoC 2003,2004 and 2005 funds.
The City was awarded 2003,2004 and 2005 CoC funding and subsequently entered into subcontract agreements with agencies granted funding through the CoC. DHHS is requesting the appropriation of awarded funds to allow the City to reimburse agencies providing homeless services in Long Beach per the funding process.

TIMING CONSIDERATIONS
City Council action is requested on February 21, 2006 to allow DHHS to expedite the process of reimbursing agencies for expenditures against contracts with the City of Long Beach DHHS.
 
FISCAL IMPACT
The total 2003, 2004 and 2005 CoC award is $11,536,846, of which $2,854,494 was appropriated during the Fiscal Year 2006 budget adoption process. The remaining $8,682,352 is yet to be appropriated, hence an appropriation increase in the Health Fund (SR 130) in the Department of Health and Human Services (HE) is included in the recommendation. The DHHS is requesting to appropriate these CoC funds. All future City Council letters will include the necessary language to appropriate funds, and the CoC dollars will also be appropriated during the new budget season each year.
