TITLE

Recommendation to adopt resolution authorizing the Housing Authority, or designee, to execute a contract, and any necessary documents including any necessary subsequent amendments, with HD Supply Facilities Maintenance Ltd., of Atlanta, GA, for furnishing and delivering home appliances, installation, and related services on an as-needed basis, on the same terms and conditions afforded to Maricopa County, AZ, Contract No. 16154-RFP, through Omnia Partners, Public Sector in an annual amount not to exceed $300,000, until the current contract expires on December 31, 2026, with the option to renew for as long as the Omnia Partners contract is in effect, at the discretion of the Housing Authority Executive Director.  (Citywide)

DISCUSSION

The Housing Authority approval is requested to enter into a contract with HD Supply Facilities Maintenance Ltd. (Home Depot), for furnishing and delivery, and installation of home appliances and related products.

The Housing Authority works with eligible participants to issue housing vouchers to provide ongoing rental subsidies exclusively for people at-risk of and currently experiencing homelessness. With these vouchers, households are provided additional resources to support their pathway into permanent, stable housing, which includes the ability to receive furnishing for first-time move-ins. This is important to ensure those housed through this program receive the necessary household amenities to not only meet the U.S. Department of Housing and Urban Development's Housing Quality Standards (as a requirement by the grant program) but also ensure decent, safe, and sanitary housing for those assisted. These services will continue to assist families experiencing homelessness by furnishing their units with necessary home appliances and related products.

The Grants and Contracts Management Division of the Department of Health and Human Services researched procurement options for furnishing and delivering home appliances, installation, and related services and discovered other agencies had completed an open, fair, transparent, and competitive procurement process. The City reviewed cooperative agreement options and determined that the contract between Maricopa County, AZ, and HD Supply Facilities Maintenance Ltd., provided the best value to the Housing Authority.

Home Depot was selected based on its competitive pricing, service level, and selected product offerings. Home Depot was selected through a nationwide competitive solicitation process with five proposals submitted. Home Depot was one of four vendors awarded a contract.

This matter was reviewed by Deputy City Attorney Atoy H. Wilson on July 21, 2023, Procurement Compliance Officer Carrie Sinohui on July 20, 2023, and by Budget Analysis Officer Greg Sorensen on July 24, 2023.

TIMING CONSIDERATIONS

Housing Authority action to adopt a Resolution and award a contract concurrently is requested on August 8, 2023, to ensure the contract is in place expeditiously.

FISCAL IMPACT

The total annual contract amount will not exceed $300,000. Sufficient funds are currently appropriated in the Housing Authority Fund Group in the Health and Human Services Department offset by funding received from the Department of Housing and Urban Development (HUD). This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
