TITLE

DISCUSSION
Pacific Gateway has been a subcontractor to the United States Department of Transportation's (DOT) Federal Highways Administration via California Department of Transportation (CalTrans) to provide construction trades training to residents.  This training and placement program will connect local unemployed individuals to transportation construction projects in our area.  Twenty-five (25) participants will receive training (offered at no-cost to them) through a new partnership with the International Brotherhood of Electrical Workers (IBEW) and Iron Workers' Union; training will feed directly into employment on various highway and transportation projects via an apprenticeship pathway.
 
On August 9, 2011, the Long Beach City Council authorized receipt of new grant funds in the amount of $230,789 for an earlier version of this 12-month program. Since that authorization, various changes to the project scope have occurred as mandated by CalTrans, including project partners and allocated funds for various activities.  Pacific Gateway has completed the necessary procurement process to select service providers for its One-Stop Center providers, including United Auto Workers (UAW-LETC) for this project, through a Request for Proposals.  Pacific Gateway will partner with UAW-LETC, who will work with a workforce intermediary to ensure that ancillary project outreach, case management and job development services, in conjunction with Pacific Gateway staff overseeing the project, are provided to residents and businesses.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on February 8, 2013 and by Budget Management Officer Victoria Bell on February 13, 2013.
 
TIMING CONSIDERATIONS
City Council action is requested on March 19, 2013, in order to facilitate processing of required documents.
 
FISCAL IMPACT
Sufficient funds are currently appropriated in the Community Development Grants Fund (SR 150) in the Department of Human Resources (HR).  There is no impact to the General Fund.  The grant does not require matching funds.  Approval of this recommendation will result in job training, skills enhancement, and employment opportunities for 25 individuals.
