TITLE

Recommendation to authorize City Manager, or designee, to execute all documents and any needed subsequent amendments with CAMEO, a professional auxiliary of Assistance League of Long Beach, to accept $13,696, in grant funds for the period July 1, 2017 through November 30, 2017, to support paid youth internship programs; and

Increase appropriations in the Community Development Grants Fund

(SR 150) in the Economic Development Department (ED) by $13,696, offset by grant revenue.  (Citywide)

DISCUSSION

Pacific Gateway Workforce Innovation Network (Pacific Gateway) operates the Youth Opportunity Center to facilitate assistance with education completion, access to career and technical education and training, participation in internships, and other work-based experiences. Pacific Gateway often partners with community'.'based organizations and other City departments to collaborate to develop and fund various internship and work experience programs.

In July 2017, the City partnered with CAMEO to administer a paid internship and work experience program through Pacific Gateway. The program integrates classroom and worksite training, allowing youth to gain experience they can utilize as they enter the workforce. In alignment with program goals, CAMEO recently notified Pacific Gateway that it will receive $13,686 in funds to fully fund participant wages under the program. The program will serve seven youth, with each youth participating in a paid internship or work experience of up to 170 hours.

This matter was reviewed by Deputy City Attorney Amy R. Webber on September 18, 2017 and by Budget Analysis Officer Julissa Jose-Murray on September 14, 2017.

TIMING CONSIDERATIONS

City Council action is requested on October 3, 2017, to facilitate processing of required documents to accept funding for the current program year.

FISCAL IMPACT

Pacific Gateway will receive $13,696 in funds from CAMEO, for the period July 1, 2017 through November 30, 2017. An increase in appropriations of $13,696 in the Community Development Grants Fund (SR 150) in the Economic Development Department (ED) is requested, offset by grant revenue. The grant does not require matching funds or in-kind services. Approval of this recommendation will result in employment preparation services to seven youth.
