DISCUSSION
[The U.S. Environmental Protection Agency (EPA) has awarded the City of Long Beach Department of Health and Human Services (Health Department) $100,000 to support the implementation of Long Beach Lead and Education Outreach (LEO) Project in the City. The term of the agreement is October 1, 2007 through September 30, 2009, a two-year period. These funds are provided to support the Long Beach Lead and Education Outreach Project for lead poisoning prevention and education to tenants, parents and childcare providers in Long Beach. The LEO project has two main goals:
(1) to increase lead screening for children under the age of 6 years residing in 90805 and 90813 zip codes, and (2) to empower the Cambodian community by increasing their awareness and knowledge of lead poisoning and its health hazards to children, with the goal of increased lead screening of Cambodian children less than 6 years old.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on October 25, 2007 and by Budget Management Officer Victoria Bell on November 28,2007.
 
TIMING CONSIDERATIONS
Timing in not critical in this case.
 
FISCAL IMPACT
The total amount of the agreement is $100,000 from October 1, 2007 through September 30, 2009 which is sufficient to cover the direct and indirect costs associated with this project. An appropriations increase in the Health Fund (SR130) and the Department of Health and Human Services (HE) for this amount is included in the recommendation and does not impact the General Fund (GP100).
