TITLE

DISCUSSION

Pacific Gateway Workforce Innovation Network (Pacific Gateway) administers various employment and educational training programs through the WorkPlace, Harbor Gateway WorkSource Center, Harbor YouthSource Center, FutureLB, and partnerships with selected community organizations. These programs assist job seekers in acquiring skills leading to employment in high-demand occupations by local employers.

 

In 2019, the California Workforce Development Board awarded $300,000 in Workforce Innovation and Opportunity Act (WIOA) funds for the Regional Plan Implementation Grant (Slingshot 2.0) to the Verdugo Consortium, which is a Joint Powers Agreement (JPA) comprised of the Cities of Glendale, Burbank, and La Cañada Flintridge. The Verdugo Workforce Development Board (VWDB) is the planning and policy body for the Verdugo Consortium. The VWDP submitted a proposal on behalf of the Los Angeles Basin Regional Planning Unit (LABRPU) for the Slingshot 2.0 grant. The LABRPU is comprised of seven Workforce Development Boards located in the LA Basin: VWDB, Foothill Workforce Development Board, SELACO Workforce Development Board, Pacific Gateway Workforce Development Board, South Bay Workforce Development Board, Los Angeles City, and Los Angeles County Workforce Development Boards. Six Workforce Development Boards were awarded a cumulative total of $60,000 in the Los Angeles Basin Region, with each board receiving an allocation of $10,000 from the Slingshot 2.0 grant.

 

The Slingshot 2.0 grant provides funding for the implementation of a universal strategic co-enrollment system for the Los Angeles Basin Region, which will assist in expanding workforce development services to individuals with intellectual and developmental disabilities and special populations.  Pacific Gateway will assist in the design of the co-enrollment system and participate in meetings and trainings to meet the objectives of the grant. 

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on January 30, 2020 and by Grants and Projects Officer Arlen Crabtree on February 3, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on February 18, 2020, to facilitate processing of required documents.

 

FISCAL IMPACT

Pacific Gateway will receive grant reimbursement revenue in an amount not to exceed $10,000 for the period of July 1, 2019 through September 30, 2020. An appropriation increase is requested in the amount of $10,000 in the Community Development Fund Group in the Economic Development Department, offset by grant revenue. These funds will supplement programs currently operated by Pacific Gateway, and no City match or in-kind service is required. This recommendation has no staffing impact beyond the budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
