DISCUSSION
A new 16,079-square foot library (MacArthur Park Branch Library) is to be constructed by the City at 1401 East Anaheim Street. This facility will replace the existing Mark Twain Library. In order to assemble a site large enough for the library and the required parking, it is necessary to relocate an existing alley northerly. The location ofthe alley to be vacated and the new alley to be constructed are shown on Exhibit A. The site development plan for the new library is shown on Exhibit B. During the construction of this project, all public utilities will be removed from the portion of the alley being vacated. At that time, it will be appropriate to quitclaim the utility easement reserved in the resolution ordering the vacation.
 
On September 20, 2005, the City Council adopted Resolution No. RES-05-01 02, declaring its intention to vacate the subject right-of-way, and set October 11, 2005, as the date for the public hearing. A copy of the September 20, 2005, City Council letter is attached as Exhibit C. The proposed resolution was prepared by Deputy City Attorney Lisa Pes kay Malmsten on September 8, 2005.
 
TIMING CONSIDERATIONS
The date of the public hearing was set by City Council action.
 
FISCAL IMPACT
A final vacation processing fee of $1,000 was deposited to the General Fund (GP) in the Department of Public Works (PW).
