TITLE

DISCUSSION
 
The City of Long Beach has historically used consultants on an as-needed basis to provide plans and specifications for capital projects related to Long Beach Airport (Airport) improvements. This is necessary as the City's Public Works Department does not have designated staff positions for Airport Planners, Architects, or Electrical, Mechanical, Structural or Geotechnical Engineers and Construction Managers. Current as-needed consultant contracts related to these specialized areas of Airport expertise will expire and cannot be renewed because of term limitations. A Request for Qualifications (RFQ) process was conducted in accordance with Administrative Regulation 8-4, "Selecting Professional Services," as well as Federal Aviation Administration requirements, to secure these professional services.
 
An RFQ was advertised on March 14, 2008, for Airport engineering services on PlanetBids.com. Nine firms submitted proposals for consideration. A Consultant Review Committee comprised of City staff evaluated the proposals and determined that the following three firms were best qualified to provide the necessary specialized professional services:
 
      Associated Engineers, Inc. - Airport Engineering
      CH2M HILL - Airport Engineering
      HNTB Companies - Airport Engineering
 
All firms have included subconsultants on their teams, which will enable them to meet the City's Federal Disadvantaged Business Enterprise (DBE) goal, which was set at 6%. It is recommended that the as-needed contract Airport engineering services be awarded to Associated Engineers, Inc., CH2M HILL and HNTB Companies, for a maximum aggregate amount of $3,000,000 over a three-year period. The recommended term of each contract is three years, with an option for two three-year extensions. As individual projects are identified, work orders for each project will be issued to the various firms. Each work order will be funded from the source identified for each particular project.
 
This matter was reviewed by Deputy City Attorney Linda Trang on June 13, 2008, and by Budget Management Officer Victoria Bell on June 12, 2008.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on July 8, 2008, to allow a timely execution of budgeted Capital Improvement Projects.
 
FISCAL IMPACT
Anticipated projects are currently budgeted in various Airport Capital Improvement Project funds in the Airport Enterprise Fund (EF 320) in the Department of Public Works (PW) and no appropriation increase is required at this time. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. There is no impact to the General Fund.
